Township Reorganization Meeting

The Mayor and Township Council will meet on Monday, January 1, 2018, 12PM, for the Annual Reorganization Meeting. The event will be held in the meeting room located at Town Hall, 627 Pinewald-Keswick Road, Bayville. Your attendance will show support for our local government.

Berkeley Shores “End of Year” Real Estate Report – 2nd VP Bob Nunn

The real estate report update by Bob Nunn is the 2nd most visited page in our web site. The active listings and closed sale prices are important if you are selling preparing for a tax appeal or seeking general sales information. Bob has prepared a special “end of year report” synopsis.

Real Estate update for Berkeley Shores:
While 2017 is just about finished I thought you might appreciate an update on how our waterfront homes are faring in this changing real estate market. The year 2017 was clearly stronger for waterfront homes sales, reducing inventory levels, however prices have only nudged up slightly. Actual full NJ state reports show a slight decline in prices, but effectively flat. Inland homes and especially the adult communities enjoyed brisker sales and better price development over last year.

Here are some interesting points:

• Now, for 2017, there are 53 homes (including the waterfront condos) either closed or under contract.

• The sold properties range from $180,000 to $900,000 with the average at $377,889.

• 13 Homes closed above the $500K level, a considerable increase from last year which only posted 2 properties above this level.
This is an important development for Berkeley Shores.

• For sale (waterfront) inventory is at 28 units compared to 46 in all of Bayville, the ration is similar to previous years, but total number of available properties is lower than past years and that is a good thing for the sellers.


Flood insurance rates have remained basically stable with only slight increases reported by some of our clients. One factor that may help our market and other waterfront homes on the bay is buyer apprehension of living on the barrier islands.
While massive rebuilding has taken place since Sandy, some buyers have made the move to the bay side giving the extra level of protection.

Conversely, one area of uncertainty will be how the new tax laws will impact second home sales and values. Losing the ability to deduct certain deductions on a second home can only place downward pressure on these markets. One would hope this will only be temporary until we all adjust to the new normal. Also, if consumer confidence continues to rise, buyers should feel more confident in buying into the waterfront life style. After all, that’s why most of us purchased on the water, it’s all about the experience.

Members, we continue to chip away at our goal. We are now 31 members and 15 households short of last years’ roster count. We are presently at a 93% renewal rate from last-years membership roster. The deadline for dues payment for the 2017-2018 cycle was December 31, 2017. Dues not received after that date will result in removal from the active membership roster.

Members, in good standing, are encouraged to go online to the BSHCA web page for graduating high school seniors to submit applications for consideration by the scholarship committee. Center Island

Center island caretaker, John Schnitzer, continues to appeal for your assistance in maintaining our welcoming island. So many of you have checked off gardening in your application responses. Just a small amount of your time can make Johns job so much easier. Please consider joining him. We need to do all we can to present our neighborhood as a great place to live, not only for the visitor, but to the prospective home buyer. The center island is the first thing they see when entering Berkeley Shores. Currently, John is doing it alone with the help of board members and one member volunteer. 2018 BSHCA Golf Tournament, Thursday, July 19, 2018

Director, Ken Gerb and his Golf Tournament Committee held their first meeting for the 2018 season on December 17, 2017. They are well on their way in preparing and planning of the event having secured contracts for breakfast, lunch, VFW and Cedar Creek Golf Course. The committee expects slots to fill quickly this year. Get your foursomes in early to ensure your spot.

Message from the President, Keith Ruscitti
Dear Berkeley Shore Members,

One of our members has alerted us to the most recent testing conducted by our water company, AQUA. It has been determined that a higher-than-normal level exists for two specific contaminants – aluminum and iron. The test results mean the water has not been compliant with NJDEP mandates for both of these secondary contaminants. Furthermore, it appears our tap water has had higher-than-normal levels of aluminum and iron dating back to at least 2010. Here are some links to past years tests:

Township Council has been made aware of this issue and is writing a resolution on the matter. More news of the issue can be read in the most recent issue of the Berkeley Times. This issue will be addressed again at the December Township Council meeting. An AQUA representative, or two, will likely be at the meeting.

The Township Council regular meeting is scheduled on Monday, December 18 at 6 p.m. in the meeting room located at 627 Pinewald-Keswick Road, Bayville. It is the last meeting before the New Year. Your attendance will show support and concern for an issue that requires attention.

Toy Drive

BSHCA has participated in the Annual Drive for the Children's Specialized Hospital in Toms River and the Robert Wood Johnson-Bristol Myers Squibb Pediatric Cancer Center in New Brunswick. Coordinator, Cathy Peach informs us that we have done very well with donations to the drive. Our donation of $250 was used to purchase much needed pajamas and sleepwear for more than 100 children. Cathy thanks all for your generosity that will put a smile on the faces of children suffering from serious illness. The drive ended on Saturday, December 9, 2017.

 

 

 

 

 

 

 

 

Social Events

Christmas Show at Surflight Theater, Beach Haven.
On Tuesday, December 12, thirty plus members attended the Christmas Show at the Surflight Theater and lunch at Buckelews in Beach Haven. All had an enjoyable day. The Surflight has scheduled many performances for the 2018 season including concerts and plays. Social Director, Jerry Coppola, will survey you in the future, with a list of performances, for your interest.

Election of President

The Executive Board thanks all members who participated in the election of Keith Ruscitti to the position of president at a special meeting held on November 30, 2017. Keith will serve his term until the June 2019 election cycle. The first board meeting with Keith at the helm will take place on Tuesday, December 5. Since June, the Executive board has been operating without a president. While all areas have been covered, it is still essential to have a leader at the helm to set the agenda, run meetings and move the organization with new ideas and approaches. He will not be working alone in his new position, enjoying strong support from his executive board.
The membership welcomes Keith and wishes him well in his new position of President.

December 1, 2017 - SPECIAL ANNOUNCEMENT

Dear Members

Introducing, BSHCA President, Keith Ruscitti

It is our pleasure to announce the election of member Keith Ruscitti to the position of President, BSHCA. Following a thorough vetting by members of the executive board, he was installed by the membership in a special election held on Thursday, November 30, 2017.

Keith has been a homeowner in Berkeley Shores, residing at 119 Amherst Drive with his wife, Gloria and their two children, Tommy 17 and Angelina 14, since 2005. He was raised in Burlington county and graduated from Rowan University in 1990. Gloria has been a teacher in Central Regional HS for 11 years.

For more than 25 years, Keith has worked in the media business and in the newspaper industry. During his journalistic career, he held the positions of Sports Editor, Columnist, General Assignments and Editor for several publications, including the Asbury Park Press and the Ocean County Observer. He is also active in youth sports programs in our township.

Keith will come to us with professional experience. Our bi-monthly newsletters are the main means of communication and his expertise will be valuable in improving our communications internally and externally.

Since June, the Executive board has been operating without a president. BSHCA Special Election
On Thursday, November 30, 6:30Pm, Berkeley Township Recreation Center, we will be holding a special election to install BSHCA member, Keith Ruscitti, into the position of president, BSHCA.

Your Executive Board wishes all a Happy Thanksgiving. If you are traveling, please drive carefully and return safely to us.

 

Membership

Members, we are 55 away from last years’ total and 96 away from our 2018 goal of 700. Returns are almost at a standstill. Please check your countertops and mail bins for the renewal notices. We are presently at a 92% renewal rate from last-years membership roster.

 

Center Island

The Board of Directors has approved the hiring of Applegate Garden Center to remove the large, overgrown grass plants from the Center Island. The removal of these plants will begin this winter, and the subsequent plant replacement will begin in the springtime. Plants being considered include black eyed susan’s, blazing star’s, columbines and coneflowers. These flowering plants are drought tolerant, since there is no potable water source on the island. We need four (4) members of BSHCA who love gardening, and are willing to dedicate their time to help with the planting and maintenance of this area. Maintenance would be limited to one week per month per volunteer to police, trim and cleanup debris. In many cases, one day per week would be sufficient, to complete this task. If we do not get volunteers, we may have to contract with a landscaper to perform these necessary services, the cost of which would be paid for from dues collected. Annual BSHCA Food Drive, Director Gary DiNallo
Director Gary DiNallo reports a very successful 2018 BSHCA Food Drive held on Saturday, November 4. We collected 50 bags of food and a $20 cash donation delivered to St Barnabas Food Pantry for the assembling of food baskets for those in need during the Thanksgiving season. During the collection process some not only gave food, but also toys to Cathy Peach for her toy drive, addressing the needs of children inn Specialized Hospitals with serious illnesses. In addition, more than a dozen toys were delivered to our alternate toy drop at Sara's Salon on Saturday. We would like to thank all that gave food and toys to try to make this a happy holiday season for those who utilize the St. Barnabas food pantry.

 

November Elections

Berkeley Island Park Update

Work on the Berkeley Island County Park is expected to be completed in time for the 2018 summer season. Sandy caused severe erosion resulting in a great loss of shoreline, landscaping, roadway and building structures. Among the improvements and additions to the park are:
- A living shoreline designed to knock down wave action, so damaging to the shoreline.
- New bulkheading and dockage. In water projects slated for early completion.
- A Splash Pad Park, first in Ocean county.
- New roofed pavilion and comfort stations
- New parking area, handicapped accessible.
- Improved lighting and expanded recreational facilities.

Sgt. Alison Wray, Berkeley Township Police Dept. The Bayville Fire Company will host a fundraiser for Sgt. Alison Wray and her children on Dec. 4. The event is a "cigar fundraiser" and will be held from noon until 10 p.m. at the Havana Cigar Lounge at 739 Route 9 in Beachwood. Tickets are $40, which includes four cigars and food. Raffles will be held at the event. One hundred percent of the proceeds will be given to Sgt. Wray's family and her children.
A GoFundMe account was set up by Alison's brother shortly after her death on Nov. 3. She suffered a stroke on Oct. 29. To contribute, click here.

Membership

We are presently at a 90% renewal rate from last-year’s membership roster. Keep an eye on the membership thermometer on the center island. The only action that will move it upwards is your renewal check in the US Mail. The strength of the organization rests in your hands.

 

Bulkhead Presentation

The board is very appreciative of the turnout October 12, for the presentation on bulkhead repair and replacement. Your response to the information provided was very positive and there appears to be interest in presenting the program outside of our organization. Attendance was strong at 65 plus members which exceeded attendance at our last annual meeting and dwarfing attendance at recent member meetings. If those who could not attend the October 12 meeting wish a repeat, let us know and we can schedule a future presentation. The board has been struggling of late, with the very low turnout at member meetings which were becoming a rehash of our bi monthly newsletters. Please let us know of your interest in subjects that will draw our membership to future meetings.

 

Mayor Amato Town Hall Meeting

We thank our membership for their attendance at the Mayoral Town Hall meeting held on October 26, 2017 at the H&M Potter School. Presentations were made by the Mayor, Administrator, Police, Code Enforcement and Public Works. At least half of the meeting time was spent by the presenters, answering questions from the audience. These town hall meetings, sponsored by the many civic and club organizations, are held at the request of the Mayor to stay in touch with the residents of the township. It is the time to voice your opinion or to seek information on issues of concern to you as well as to show support for town government.

 

Center Island

Planning for work on the Center Island landscaping is underway by John Schnitzer. John is requesting 4-5 members interested in gardening to assist with the plantings of the new landscaping plan. If you are interested, please call John at 732 237 9922.

Berkeley Island Park

The Berkeley Island County Park suffered severe damage from Superstorm Sandy and has been closed to the public since. The extensive restoration of the park is finally underway and should be completed and ready for use in the 2018 season. The facility will be restored and improved beyond its’ original design.

Dear Members,


On Thursday, October 26, 2017 6:30 PM, BSHCA will sponsor a Town Hall type meeting for Mayor Carmen Amato to be held in the Berkeley Shores neighborhood at the H&M Potter School on Veeder Lane. The mayor will speak on various issues of governing in the township of Berkeley, not the least of which are waterfront issues.

These pro-active meetings are held at various club and civic organizations throughout town at the request of the mayor, to “stay in touch” and to be available to assist with problems and issues that may arise on an individual or collective basis.

Since his election, he has been a strong proponent for the many issues that are of concern to the waterfront communities of the township and heightened by the disastrous, Superstorm Sandy on October 29, 2012. He has been a true friend of the Berkeley Township waterfront. The mayor will be accompanied by representatives of the various departments of our township government, ready to answer any questions that are of concern to you.

Now it is our turn to recognize his efforts on behalf of the residents. A strong showing shows not only support and encouragement, but more importantly, a collective interest in our neighborhood and our township. We, in the Berkeley Shores Homeowners' Civic Association are several hundred strong and growing. A strong showing speaks to our commitment to community and to our interest in protecting our fragile environment which provides so much enjoyment and pleasure, especially during the warmer months of the year.

The meeting is not restricted to BSHCA members only. Please pass the word around to your neighbors. All are invited.

MEETINGS

Presentation on the new Berkeley Township Bulkhead Ordinance. Repairs and Replacement by Bob Nunn and Fred Bekiarian.
We are hoping for a nice turnout of members for this meeting. A special Power Point Program has been prepared by 2nd VP Bob Nunn with input from Fred Bekiarian and Bill McGrath, Chairman of the Township Waterways Advisory Commission. Many of the bulkheads in Berkeley Shores are approaching the end of their useful lives. This presentation provides useful and practical information that will make it easier for you to prepare for repair or replacement. The correct time has been placed on the island bulletin board. The meeting is scheduled for 6:30PM.

Membership

Members, we are 80 away from last year’s total and 121 away from our 2017-2018 goal of 700. Returns are coming in very slow. Please check your countertops and mail bins for the renewal notices sent out several weeks ago and send them in. The executive board thanks those who have renewed. Members, we might be at a dangerous moment. When things seem to be going well and there are few complaints or problems, people will question the need for an association. It might just be that when things are going well it’s because we do have an association. Thirty-two years ago, things were not going well and because of those conditions, BSHCA was born. Let’s keep it strong. When you respond, your board is energized. We are presently at an 89% renewal rate from last-years membership roster of 659. Keep an eye on the membership thermometer on the center island. The only action that will move it upwards is your renewal check in the US Mail. The strength of the organization rests in your hands.


New Street Signs

We have recently received an estimate for new BSHCA welcoming street signs. The prices were too high, double the price of the current signs which are of higher quality. This is not acceptable to the committee. We will continue our search for a more reasonable vendor.

A message from Police Chief, Karin DiMichelle

We have received an email scam from Apple Inc. In the email, they advise that a change was made to your account and to sign in to confirm on your itunes account. It is usually a high dollar amount, so it grabs your attention, and says it was charged from another state/country. It supplies a link, but when you go to the link it is not Apple's page. Once you sign in you are a victim of fraud.
Please be aware of these bogus messages. If you suspect something is suspicious, delete it immediately. Do not open it.

 

Waterways Issues

The NJ Dept. of Transportation announces dredging projects that have direct impact on those fishermen and boaters using the channels leading to the Barnegat Inlet. Dredging operations will commence in early October 2017 in the following channels: Double Creek Mainland, Double Creek Inlet, High Bar Harbor and Barnegat Light Stake. Some of these waterways have been closed since Hurricane Sandy. Some navigational aids may be removed during dredging operations. The public is advised to be alert to pipelines, buoys and dredging equipment and approach with caution.

BSHCA Member Meetings Change Proposal
The board will prepare a change to the bylaws for your approval pertaining to the required number of meetings to be held on an annual basis. Recent showings at member quarterly and annual meetings have been dismal. We will look to replace the present meeting schedule with a program that may be more effective, such as on an as needed basis, while the bi monthly newsletter will continue to be our main communication with you. The association has grown, not only in members, but in events and activities. The board members have taken direct responsibility for their disciplines requiring considerable time and effort. We should not be engaged in preparing for meetings that are so routine as to be non-productive. Our meetings should direct themselves to topics that are of interest to you, such as the upcoming presentation on bulkheads which are ending their useful lives. You can help with your suggestions.

NJ Property Tax Abatement Senate Bill 3016
The board has approved support for this bill to be voted on in November by our state legislature. The bill gives tax relief to be phased in over a 5-year period for certain improvements that will increase the assessment made to a residence because of Superstorm Sandy. Ie: Elevation of home. Letters were forwarded to Senate President Sweeney and Assembly Speaker Prieto in support of the bill.

 

Membership

Members continue to send in their dues during this renewal period, but returns have slowed down considerably. We are presently at an 88% renewal rate from last-years membership roster of 659. Our goal for this cycle is 700. Keep an eye on the membership thermometer on the center island. If you have not yet mailed in your dues, please make it a point to do so. The strength of the organization rests in your hands.


Treasury

Based on the additional funds provided by our BSHCA Golf Tournament and austerity in our budgeting, our treasury is in a healthy state with a balance more than $24,000. We are in discussion on spending priorities and in earmarking the tournament proceeds to be the major contributor to the philanthropic side of the association. ie; Scholarships, local donations, etc. The golf tournament provided an additional $4,000 and our Tournament Director, Ken Gerb, expects a similar amount to be constant in future years. The board voted to place $5,000 in a short-term CD.


Donations

BSHCA will donate a $50 gift card for the Marquis Theater in Toms River to the Annual Township “Trick or Trunk” event to be held at the Berkeley Township Elementary School Parking Lot on Rt9 on Saturday, October 28, 2017, 10:30AM.
The gift card, in the name of BSHCA, will be given to the best decorated car trunk.
Candy is distributed to children from car trunks and there are prizes for the best decorated cars.


Waterfront Park Dedication

Amherst Inlet – We are still awaiting a date from the township for the dedication of our beach/park at Amherst. At the last meeting, Sept. 19, the board voted to donate a flagpole when the park is dedicated. It was thought that the placement of the formerly proposed lighthouse might be risky and subject to vandalism.


New Street Signs

We are presently pricing out 2 signs to be placed on Bayview Ave. at the entrances to Berkeley Shores from Ocean Gate and from the south towards Allen Road. A third similar sign will be placed at the entrance to our main lagoon to welcome boaters to Berkeley Shores. The current signs are worn or broken. The signs will be made to duplicate our main sign at the entrance to Berkeley shores on the Center Island, but at less cost than the original mahogany signs.


Garage Sale Results

Forty-seven homes participated in the Garage Sale. Income totaled $715 which paid for ads and new signs and provided a profit for the BSHCA treasury. Several members have made suggestions and requests for scheduling future sales at an earlier date. The board will place this item on the agenda for the next meeting scheduled for October 30. In the meantime, it would be appreciated if members would contact us for their suggestions concerning the Garage Sale.

 

Neighborhood Awareness

The IRS, Credit Card, Social Security scams are alive and well. Emails contain official looking FBI and IRS Logos. Phone calls are of a threatening nature, suggesting jail time if you do not respond. The IRS never uses emails to collect taxes in arrears. Never give your credit card info or bank account numbers in response to emails that are prepared to look official, especially from banks and credit card companies. Watch out for Federal Express and UPS phony notices for packages you did not order.

Waterfront Park Dedications

Butler Blvd - On Saturday, September 2, 2017, Mayor Amato and the Parks Dept dedicated the Beach at the end of Butler Blvd., in honor of the Butler family. The family donated the Bayfront property many years ago to be used as a township recreational facility. The recent donation of the Alexandria Playground at Butler and the just completed installation of new bulkheading with a walkway for fishing and crabbing made possible by a grant, provides an excellent recreational site for residents and visitors alike.

Amherst Inlet - Next will be the dedication of our own beach and playground located at the Amherst Inlet and Park, date to be announced. Both are major improvements to our Berkeley Township waterfront. Thanks to all who dedicated their time and effort, working diligently to make it happen. Waterfront projects like Amherst and Butler have a positive effect on our property values as well as helping to stabile the township ratable base.

Berkeley Township Launches "See Something - Say Something" Campaign
Mayor Carmen F. Amato, Jr., and Police Chief Karin DiMichele announced the campaign today.
"It's important to remind residents that if they see something suspicious they should report it to the police immediately." Amato said.
The local campaign will consist of signs placed throughout the town, postings on billboards, web sites, social media followed by a nixle notification.
"Berkeley Township is 42 square miles with 42,000 residents. Every resident can assist by being the eyes and ears of our community. I want to thank Councilman James J. Byrnes (our 1st Ward Councilman) for suggesting we begin to promote the campaign." Mayor Amato said.
"This will be in addition to the Berkeley Township Police Department “Tip Line”. It should be noted that the tip line has proved positive, as concerned citizens have alerted police which has led to multiple investigations and arrests." Chief DiMichele said.
Residents may either leave their name and address or report the activity anonymously if they feel more secure in doing so.

Endless Summer Dance Party
Our 2nd Annual Endless Summer Dance Party at The Captains Inn in Lacey, was a resounding success thanks to the planning by our Social Director, Jerry Coppola and his wife JoAnn. The event was attended by 79 partygoers, beating last year's attendance.

Township Events – Veterans Park

Community Pride Day – Sunday, Sept 10, 2017 10AM
Berkeley Township Community Pride Day begins at 10AM. It features rides, inflatables for kids, vendors, local nonprofits and community groups along with Sounds of the Streets and The Infernos followed by a fireworks display.
Ocean County Car Show – Sunday, Sept 17, 11AM to 3PM
In conjunction with the Ocean County Car Show, entertainment will be provided by the Rip Chords.

 

Veterans Benefit

Under a new State law, veterans may qualify for an exemption of up to $3,000 on their New Jersey tax return for income earned in 2017. This exemption, part of a bill passed by the Legislature and signed into law by Governor Christie last October, is in addition to other exemptions or deductions for which veterans may qualify, such as a $250 reduction on your local property taxes. August 20, 2017

The Executive Board met on Tuesday, August 8, 2017 for its first committee conducted meeting. Director Phil Antoine developed the agenda and Director Ken Gerb conducted the 4-hour meeting. All business areas of the association were discussed by each responsible board member. The minutes, prepared by Secretary Lucille Pavolic are extensive and detailed. I will report to you in a synopsis form, highlighting the significant decisions and actions taken by the board.

1-Treasury - The board has maintained a surplus in our treasury in the amount of $10,000 to cover shortfalls in revenue and unforeseen events, working with a spending budget of $10-$13,000 dollars. Treasurer, John Schnitzer recommended investing a portion of the surplus in a short- term CD. Motion taken and carried. The budget was set and adopted for the 2017-2018 fiscal year. Our treasury balance as of August 8, 2017 is $19,481 with additional funds form the golf tournament to be added.

2-Membership - Our goal for the membership drive was set at 700 for the 2017-2018 cycle which, if attained, would add 40 new members. Please take note of our Membership “Thermometer” placed on the center island for tracking and to encourage our members to set their sights on recruiting at least one new household. As previously stated, the recruitment mailing was delayed this year to give members an opportunity to pay early and defray mailing costs. The mailing, less the early payers, was sent out on Friday, August 11 and total returns as of Wednesday, August 16 exceeded 50% at 170 Households and 315 members. Nice work members and a thank you from the board for a great response.

3-Golf Tournament - Ken Gerb reports that a highly successful BSHCA Golf Tournament enriched our treasury more than $4000.

4-Scholarships - Our Scholarship Committee Chairman, Jim Benn, attended the meeting with recommendations to modify some program guidelines and to request an increase in the grant monies from $500 to $750 for each of 3 awards totaling $2250. The additional monies from our golf tournament made this possible and the motion was passed unanimously. Thank you, Jim and Scholarship Committee.

5-Newsletter - Past President, Fred Bekiarian will participate as board advisor and also continue to write the BSHCA newsletter for distribution on the 1st and 3rd Monday of the month. All board members will contribute and members are also asked to participate with their ideas and suggestions. Please submit your ideas no later than the Friday preceding the distribution date.

6-Dedication of Angel Playground @ Mastapeter Park

The park will be dedicated in the September time frame. In previous meetings, the purchase of a lighthouse was discussed to be donated by the BSHCA and placed in the walkway area between the playground and the beach. A motion was made and passed by the board. To be determined; move the smaller lighthouse from the center island and purchase a larger unit for the island. John Schnitzer will investigate.

7-Meeting Dates

Six board meetings will be held in this fiscal year. Director Ken Gerb will conduct 9/19, 12/5 and 5/15, 2018. Director Phil Antoine will conduct 10/31, 2017. Director Gary Dinallo will conduct 1/16, 2018. 2nd VP Bob Nunn will conduct 4/10, 2018.

Two general member meetings will be held on Thursday, October 12, 2017 conducted by Bob Nunn and Thursday, April 19, 2018, conducted by Phil, Antoine.

The annual meeting will be conducted by Past president and Board Advisor Fred Bekiarian, held on Saturday, June 9, 2018.

New Membership Program

Member, Mary Lou Andrews, is working with Ken Gerb to increase membership in BSHCA. She has information packages, ready to go for recruitment purposes. We repeatedly ask you to be aware of non-member neighbors who might be interested in joining us. If you are aware of potential candidates for membership, please contact Mary Lou on 732 606 9666. Recruiter volunteers are needed.

Dear Members,

If you recall, it was announced at the Annual Meeting held on June 17, the business of the association will be conducted as a committee, until such time as a member nominates themselves for the position of president. Fortunately, the board has been prepared for such an occasion by taking individual responsibility for their specific disciplines. The first committee meeting, conducted by Director Phil Antoine, will be held on Tuesday, August 8, 2017, 11 AM at the Good Luck Point Marina conference room. After setting the guidelines for operating as a committee, the board expects the remainder of the meeting to proceed as normal, with input by all board members. Future meetings will be chaired on a rotational basis, giving each board member an opportunity to set an agenda and become more familiar with all areas of our organization.

We will report back to you in future newsletters, progress made by the board as we operate in a new and uncharted organizational environment. In the meantime, please consider taking an active role in the management of your association.

 

Membership

It is time for a “Pat on the Back” to all members who sent in their dues early and prior to the mailing of the dues notices for the 2017-2018 renewal cycle. To date, 132 households consisting of 243 members have participated resulting in a 38% response rate and a saving of $125 for mailing, preparation and printing costs. It is now time to send out formal notices to the remaining members. Our membership chairman, Ken Gerb, is preparing all necessary mailing items for distribution within the next two weeks. Membership is the lifeblood of our organization. We are not satisfied with holding to the present membership roster so a goal of 700 members has been set for this cycle. To keep you abreast of progress, a “Tracking Thermometer” has been installed on the center Island. As members renew we will raise the “temperature” on a weekly basis with our eyes on that goal of 700. We need your help if we are to attain that goal. If each household recruited one new member family we can double our roster to 1,300 to 1,400 members.

Neighborhood Awareness

Our waterfront park on Amherst continues to attract a larger group of sunbathers and waders as well as increased use of the playground at the inlet. If you are a visitor to the park, please be mindful of the homeowners in the area by using the parking lot rather than the street. A dedication and naming ceremony for the Park-Beach is planned by the township for the September time frame.

-A lost Kayak was found floating down the lagoon around Centerboard. It was retrieved by 2nd VP Bob Nunn. He can be reached on 201 303 1200.

 

Boating Rules

Please do not power to plane at the mouth of the inlet. Do not power through the no wake buoys. Be mindful of your wake as you navigate through the inlet. Your consideration in this matter is especially important for our sailboat owners with deeper keels

BSHCA Golf Tournament (Held on July 20, 2017)

Congratulations to our BSHCA Golf Tournament committee, Chairman Ken Gerb, Jim Benn, Dick Andrews, Pete Vetro and their sub committees. All goals have been reached or exceeded. After all expenses, the tournament committee has realized a net profit of just over $4000, a hefty boost to our treasury. Notable and very important was the support of the 71 sponsors from local businesses, recognizing BSHCA for its contribution and value to the community. We can all be proud of our civic organization. Berkeley Township PBA Golf Tournament, Friday, August 4, 2017

Membership

Membership Chairman, Ken Gerb, reports that you continue to show a strong response to our request for early renewal in advance of the official mailing. Our last newsletter of July 3 reported a response of 17%. Two weeks later the response has almost doubled. As of July 17, we have received renewals from 114 households consisting of 211 individual members. Neighborhood Awareness

  • We are pleased to report that the attempted theft of a jet ski dock on Carlyle was thwarted and returned to its rightful owner. Much appreciation to the neighbor who spotted the theft in progress.

  • At the last meeting of the Township Waterways Advisory Commission, July 11, the subject of electric power to docks and boat lifts was placed on the agenda for study. More to come on this subject in the future.

  • Our waterfront park on Amherst continues to attract a larger group of sunbathers and waders as well as increased use of the playground at the inlet. If you are a visitor to the park, please be mindful of the homeowners in the area by using the parking lot rather than the street. It seems that the geese have given us a break this year, finding a new home rather than our beach.

  • I had occasion to sit at the main Amherst Inlet over the July 4th holiday. My compliments to most of the boat and jet ski owners who observe the no wake rules. Unfortunately, there remains a very small number who ignore the rules. Please do not power to plane at the mouth of the inlet. Do not power through the no wake buoys. Be mindful of your wake as you navigate through the inlet. Let’s all do our part to maintain a deep channel through the inlet by controlling our wake. (This is especially important for our sailboat owners with deeper keels.) Private citizens can initiate a citation for offenders with the assistance of the Berkeley Township Police Dept. The Dept. cannot issue a citation unless they are witness to the violation. Dredging is expensive and we continue to deal with the natural forces of nature, which needs no help from the boating community.


BSHCA Golf Tournament

Congratulations to our BSHCA Golf Tournament committee, Ken Gerb, Chairman, Jim Benn, Dick Andrews and Pete Vetro. All goals have been reached and the committee is very appreciative of the strong support given by the local business community. The tournament will Tee off at 8AM with a shotgun start on Thursday, July 20, Cedar Creek Golf Course, Bayville. Registrations are closed. The committee expects this 2nd Annual Tournament to surpass the net profit of the first tournament, providing a healthy boost to our treasury.

Berkeley Township PBA Golf Tournament, Friday, August 4, 2017

In support of our local Police Dept. and in response to their participation in our golf tournament, BSHCA has purchased a foursome and a T Box sign for their tournament. A drawing will be held prior to the tournament on Monday, July 31 offering the four spots for play. Atlantic City Boat Trip

Our 6th Annual ONE SWEET DAY Atlantic City Boat trip was held this past Friday, Saturday and Sunday, July 14~ 16, 2017 at Farley’s State Marina. Some BSHCA members arrived on Thursday to extend the annual boating event.

Although the weather was not too cooperative on Thursday and Friday evenings, causing the “TABLE OF THE GODS” dockside feast to be rescheduled ~ TWICE, a fun time was had by 20 BSHCA members.

Membership

Membership Chairman, Ken Gerb reports your excellent response to our early renewal program, prior to the annual mailing. In the past week Ken received checks for $30 from 59 households totaling 104 members; 17%. A follow-up letter was emailed to all members on Saturday. We are hoping for a strong response from you this coming week. This action reduces our mailing costs and preparation effort. Neighborhood Awareness / Computer Scams

There have been several reported instances of burglaries, break-ins and thefts in various areas of the township. Recently, two persons in a kayak were seen floating a jet ski dock down Carlyle. When spotted by a neighbor, they paddled away, leaving the dock. Please be aware of your surroundings and be alert for such instances.
A paddle boat was found floating in the lagoon at the Landings. If this belongs to you or if you are aware of the owner, please let us know on info@berkeleyshores.org.
I have recently received an email with a “Russian Connection” that strongly suggested it was part of the dangerous ransomware virus. It asked that I pull it into my computer to verify certain account number identifications. If acted upon, a “worm” will set itself up to destroy your hard drive unless you pay a ransom of several hundred dollars. If you receive this email, delete it immediately.
Do not accept the message.

 

Boating Safety

Some boaters continue to ignore the “Rules of the Road” where boating safety and silt buildup are vital. The No Wake Buoys are installed and we ask that they are strictly observed. Come off plane at the FIRST buoy when returning and on plane at the LAST buoy when entering the bay. Do not power out of the mouth of the main lagoon and that includes jet skis. Be observant of your wake when navigating the main lagoon. This issue continues to be a source of concern for the responsible boater. If you observe this violation of the rules by irresponsible boaters, you can sign a complaint with the assistance of the Berkeley Twp. Police Dept. However, the police cannot act as witness or complainant unless they personally observe the violation. We must protect our lagoons from shoaling in by excessive wakes. Dredging is expensive and we continue to deal with the natural forces of nature, which needs no help from the boating community.

Annual Meeting

The annual meeting on Saturday, June 17, 2017 was attended by 21 members plus the executive board. It was the lowest attendance in recent memory and while a bit disconcerting, the membership grew since the last cycle and there seemed to be no major issues that would dissuade attendance. Perhaps it was the date. We welcome any ideas or suggestions from you that could increase member attendance in the future. Useful and valuable information was presented by Police Chief Karin DiMichele and 1st Ward Councilman, Jim Byrnes, eliciting many questions and interaction between them and our members. Awards of appreciation were presented to Cathy Peach for her leadership and dedication to the Happy Hookers group over more than two decades and to Nancy Wieme, our BSHCA webmaster for her continued support of our web site over several years. Elections were conducted by Nominations Chairman, Dick Andrews and all board members were returned for the 2017-2019 cycle. For the first time, the positions of President and 1st Vice President were not filled. We hope that both positions will be filled in the future. In the meantime, the executive board will function as a committee with directors taking full control of their disciplines. Past president, Fred Bekiarian, will continue to publish the bi-monthly newsletter and will act as liaison to our local government. Through this unique time the board expects to operate in a normal manner, meeting in July to develop a reorganization plan.

 

Center Island Flag Dedication to Military

On Wednesday, June 14, 2017, Treasurer and Center Island Caretaker, John Schnitzer, conducted an excellent dedication ceremony that included local dignitaries. The new flag and island were dedicated in honor of the fallen from Berkeley Township and to our local emergency personnel.

 

Amherst Inlet Silt Removal

The silt removal operation for the 2017 season has been completed. We would like your comments regarding “high” and impassable spots for future reference. In the near future we will check the depth of the known trouble areas, unreachable by the dredging equipment, to determine if a path with sufficient depth can be identified and advise accordingly.

 

Boat Wakes

While we are beyond the start of the boating season, it seems that some boaters have forgotten the “rules of the road.” Not only were larger boats and jet skis creating wakes in the main channel, but they continued at unacceptable speeds through the main Amherst Inlet. We have repeatedly asked that wake speeds be observed in the main channel, main inlet and lagoons throughout our waterfront neighborhoods. Dredging was just completed and there is basically a full boating season ahead of us. Please watch your wakes by paying close attention to your boat speeds. The inlet does not need your assistance in shoaling. It gets all the help it needs from Mother Nature.

Neighborhood Awareness

A recent and tragic fatal accident occurred in Toms River on Saturday, June 17 when an eleven-year old girl died after touching a rail on a metal boat lift that had become electrified. If you have installed a boat lift with metal parts that could become energized, please have your apparatus inspected by a qualified person to assure that such a condition does not exist on your lift equipment.

There are burglaries and car break-ins occurring in various areas of the township. Protect your cars and homes from break-ins. Lock all doors even when you are at home.

Center Island Flag Dedication to Military

BSHCA will dedicate the new flag pole on the Center Island to our military on June 14, 2017, 11AM Flag Day. The program will be conducted by board member, John Schnitzer. Dignitaries will include Mayor Amato, Councilman James Byrnes and Father Stanley Lukaszewski of St. Barnabas Parish, Bayville. Pledge of Allegiance, God Bless America and TAPS. Please try to attend for the ceremony to honor our military. The ceremony should last ½ hour.


Amherst Inlet Silt Removal

The silt removal for the 2017 season began on Wednesday, June 7. Prior to the start, I met with Steve Seiler of Public Works to point out trouble spots. One area of concern brought to our attention by members, especially those with deep keel sailboats, was a troublesome high spot before the bulkhead on the way out. It was thought that the long arm of the dredging equipment could clear a trough sufficient for a deeper keel to pass. Unfortunately the equipment will not address the dredging operation from the newly installed playground for obvious reasons. Thus, the operation will be conducted from across the inlet opposite the playground. The dredging boom with bucket is not long enough to reach the trouble area. Within the next 2 weeks, we will check the depth of the trouble area to determine if a path with sufficient depth can be identified and advise accordingly.

Annual Meeting and Center Island Flag Dedication to Military

Memorial Day Weekend 2017

The Memorial Day weekend celebration is the largest event held by BSHCA during the year. A great deal of planning and coordination is required to make it a successful day. It would not be possible to hold such an event without our strong volunteer force for which I am very grateful.

On the water our ceremonial and assembly boats Ohana, My Irene, Kon-Tiki, Madame Butterfly, Rosie Kay, Sushi Hunter and their Captains, respectively, John DiStefano, Jim Benn, Larry Borio, Maurice Schnakenberg, Ken Gerb, and Bob Nunn. Blessing prayer, Invocation and Benediction by Father Stas from St Barnabas Parish. Heartfelt speeches by Mayor Carmen Amato, Council President Sophia Gingrich, and 1st Ward Councilman, James Byrnes, who also laid the ceremonial wreath upon the waters. Our Central Regional Jr ROTC Color Guard supervised by Felicia Morreale, Our Gold Star Mother, Carol Koch. Thank you to our Bagpiper, Mike Mcaleavey and Bugler Mike Passeri. And to all participating boats with their captains and guests.

On shore our Picnic Committee chaired so excellently by Jerry and JoAnn Coppola with their volunteer crew of workers and head chef Tony Mrofsky and his cooks, Dick Andrews, Rich Pachuki, Cole Starzman, Paul Spinello, Charles Crunkleton, Jim Blavat and Carmine Esposito. To our DJ Dick Italiano and his special singing guest, Al Semento, who once again regaled us with a love song to his wife, Paulette, the ”love of his life.” To Doug Blum and Bob Palma for the use of their trucks on Sunday. To Charlene Spinello, Mary Lou Andrews and Jean Pachuki for attending to our membership table. Councilman Jim Byrnes for the use of his freezer, storing our hamburgers and hot dogs. A special thank you to Bill McGrath for supervising the Commemoration Ceremony from the beach and for his working with DJ Dick Italiano, resolving last minute technical problems, to assure clear communications between the beach and the boats. Much thanks to Marigrace and Arthur Mastapeter for the lovely roses for our Gold Star Mother and to Peggy Zullo for providing electricity for our event.

Our thanks to Mayor Amato and Public Works Director, Steve Seiler for their support. And to the Recreation Departments’ Tim Yurcisin and Jim Sperber and their crew for their attention to our beach needs, delivering heavy tables, relief stations, DJ Platform and trash containers. To Jim Sperber for raking of the beach. Thank you to Richards Rental for accommodating our special tent delivery times.

Thank you BSHCA Executive Board. Thank you to our member and non-member volunteers. Thank you Nancy Wieme, our webmaster, for taking and assembling photos and preparation of material for the web site in such a short time frame. Thank you, Kathi Nunn for also taking and providing us with photos!

The assembly of the playground equipment is complete. If you have not seen it, it is worth the trip. A nice addition to our waterfront and to our Berkeley Shores neighborhood.

Silt Removal from Amherst Main Lagoon

Silt removal has begun on Monday, June 5. Several sailboats had problems with passage last year due to “high spots.” Public works Manager, Steve Seiler is aware and I have asked if he can address the trouble spots with the dredger. The pencil buoys have finally been installed by the state of NJ. Many asked about their placement. We do not have local control of the buoys nor can we place them.

BSHCA Donation to Central Regional JROTC

The Central Regional High School JROTC (Junior Reserve Officers Training Corps) will see its third year of participation in our Memorial Day Commemoration to Fallen Military on May 28th. Several cadets, along with Col. Tier and MSgt. Grant will be leaving for a special trip to visit the Arizona in Pearl Harbor, Hawaii. To help with their fundraising and for our thanks to their participation, BSHCA has presented them with a donation of $500.

Memorial Day Weekend Celebration, Sunday, May 28, 12PM

The biggest event weekend of the association will take place next Sunday, May 28 consisting of the Annual Beach Picnic, Boat Blessing and Commemoration to Fallen Military. Please plan to attend for a nice day with members, family and friends and in support of your association. If you cannot participate by boat, plan to view the Commemoration Ceremony from the beach. The four event boats with Clergy, Gold Star Mother, Color Guard and Local Dignitaries will be positioned as close to the Amherst Beach as possible for your viewing pleasure, with sound broadcast, compliments of our DJ, Dick Italiano. An instruction announcement will be distributed, via email, this week for those participating on the water.

Applications are being received at a faster pace than last year. The target has been set at 120 golfers. 17 spots remain open. Annual BSHCA Scholarships

Our BSHCA Scholarship Committee is pleased to announce that $500 scholarships have been awarded to three deserving and highly qualified students from the Central Regional High School in Bayville. The committee received 19 applications for the 2017 cycle. Our Scholarship Committee Chairman will present the three awards at Central Regional on Thursday, May 25, 6:30PM.

 

Playground at the Beach on Amherst

The playground is coming along nicely. Workers are erecting a low wall around the whole playground area and installing cushioning materials to reduce the risk of injury. Not only was this a great location for a playground, but the benches provide a nice enjoyable spot to just sit and enjoy the views of the bay. The walkway between the beach and the playground has been “paved” with a hardened sand. A nice addition to the area.

BSHCA is pleased to join the Mayors annual event scheduled for Thursday, June 1, 2017. As a sponsor, BSHCA will purchase a foursome and the placement of a BSHCA placard on a T-Box. This event is a major fundraiser which helps defray the costs of our Free Summer Concert Series held at Veterans Park, Bayville. The Mayor is also a sponsor of our BSHCA Annual Golf Tournament. The tickets purchased for this event by BSHCA will be offered to three members in a drawing to take place during the picnic on Amherst Beach, Sunday, May 28. Member Meeting

Our BSHCA General Meeting of April 28, 2017 was attended by about 20 members. Much of what was discussed are items covered in our bi weekly newsletters. Of significance was the announcement of the nominations for board positions and the election to be held at the annual meeting in June. The Executive board will come together after the June meeting to reassemble and strategize on the business of the board to be run as a committee. Playground at Amherst Beach

If you have driven past the former Mastapeter property at Amherst Beach you would have seen the childrens’ play gym being erected. We are told that the completion date is Memorial Day. We have received many favorable comments by members, but there was also a comment regarding disruptive activities during the evening and nighttime hours by a member and previously, by our 1st Ward Councilman, Jim Byrnes. BSHCA will partner with the Mayor and our Councilman to resolve issues that may arise around the Amherst Beach. Please report any disturbances that may occur to the Mayors’ Hot Line and the Police Chiefs Tip Line.

Dear Members,

At the recent Member Meeting held on April 28, 2017, our Nominations Chairman, Dick Andrews, presented the nominees for BSHCA Board Positions to be voted upon at the Annual Member Meeting scheduled for Saturday, June 17, 2017. The nominations received to date are as follows: Bob Nunn, 2nd VP, John Schnitzer, Treasurer, Lucille Pavolic, Secretary, Directors, Phil Antoine, Jerry Coppola, Charles Crunkleton, Gary DiNallo, Ken Gerb. The current President, Fred Bekiarian has decided against running for a 3rd term and will remain on the board as Past President in a support position. Ken Gerb has decided to step down from 1st VP and will run for a director position. Therefore, the positions of President and 1st VP are open. Certainly, this situation presents the most obvious question.

“How can the association survive without a president and who will run it?”

Over the years, boards have been faced with difficult tasks, recruitment not being the least of them. In each instance the association survived due to the resourcefulness of its leaders and because its’ worth and value was never in doubt. I have served on the board since 2007 in various capacities and since 2012, as President. Other members of the present board have served for almost the same period. We quickly recognized that the growing demands of the presidency would make the recruitment effort more challenging unless we changed the operational structure of the board. And that is what has happened over the past 5 years. Mainly, the directors now take not only full responsibility for their disciplines, but ownership to the point of independence from the president.

The presidency, as is currently structured, is an oversight position having responsibility for the goals, agenda, meetings and decisions. The remaining association business, events and activities, is handled totally by the qualified respective board member. This was done for several reasons;

1-Dispell the notion that the position requires an appreciation and knowledge of the history of BSHCA. Certainly, it would help, but would not be a disqualifier. More important would be a candidate possessing managerial skills.
2-Make the position of President and 1st VP, more attractive, less time consuming and manageable for future candidates.
3-Most importantly, in the event the position could not be filled immediately, that the business of the association could be conducted in a transparent manner and with the full confidence of the membership body.

I am confident that the present board has developed to an organizational level that is necessary to function in the absence of a president, if the need arises, for a reasonable period. Ideally, we should have a full staff. This appeal to you and the restructuring of the board should not diminish the need for a president. Any group functions better with a leader at the top. To that end, the nominations process is still open. If any member is interested in nominating themselves or nominating another member with their approval, to the President and 1st VP slots and would like to discuss the details of those positions, please feel free to call me and I will be glad to go over the responsibilities and activities related to each. Any nominations received in response to this letter will be passed on to the nominations chairman for posting.

Dear Members,

The acquisition of the Mastapeter property and the installation of approximately 225 feet of bulkhead gave the township full control of our Amherst Inlet, primarily for silt removal purposes on an annual basis and providing for the waterfront residents served by the inlet (approx. 800 households), a safe and unobstructed passage for their boating pleasure. It also gave us an added benefit; the expansion of the Amherst Beach into a park setting for the enjoyment of the residents of Berkeley Shores and for the residents of Berkeley Township. Over the past few years we have seen an increase in the use of the Amherst Beach by sunbathers, waders and families with small children. A slight invasion of the pesky geese along with their droppings created a health issue, especially for small children playing in the sand. We tried to resolve the problem with the help of several association members in the area and with the purchase of a special raking apparatus by the Parks Department with a scheduled weekly sweeping. The equipment is also used for the same purpose on the Butler Blvd. Beach Playground and the Dudley Park off Rt 9.

Currently, the Parks Dept. is engaged in removing the old playground equipment from the Amherst Beach due to age, liability, deterioration, regulation and safety issues. The action has prompted a member to question the future of the play area, enjoyed by his 2 and 4 year-old children. The plan for the park expansion into the Mastapeter property will include a play gym apparatus with slides and swings suitable for children 2-12. The actual play area designated for the play gym and swings will require a mall section of the total area. The remainder of the park will be passive recreation with benches, trees and plantings with handicap access. The cost of the equipment is $39,500 plus excavation and preparation costs.

We have limited water access in Berkeley Twp. for swimming, sun bathing and wading purposes. This project has a twofold purpose; providing safe and modern playground equipment for young children with wonderful views of the bay while at the same time, expanding the beach area for recreational purposes. The township will also consider the placement of a lifeguard on the beach, full time or weekends will be decided. A finished beachfront park will not only be aesthetically pleasing, but will also have a positive effect on future homebuyers, especially those with young children and grandchildren. The target date for completion of the project is expected by Memorial Day 2017.

Silt Removal Schedule, 2017

The annual removal of silt from our main Amherst Lagoon will commence on June 1st or thereabouts. During the past year, I have received several calls regarding high spots in the Main Amherst Lagoon which have created difficult passage for sailboats with deep keels. Prior to the dredging, we will take some depth soundings to identify those spots that could be troublesome, passing them on to the Public Works Dept. Owners of sailboats can assist by helping to ID troublesome spots. Please call me on 732 809 4807.

 

Memorial Day Weekend Celebration

Planning and preparation is underway for our Annual Memorial Day Beach Picnic, Boat Blessing and Veterans Commemoration Ceremony. This year we will add a bagpiper and a Gold Star Mother. The boats will once again gather close to the Amherst Beach in calmer waters and for all to participate from the beach. As planning materializes, we will keep you informed through our newsletters.

 

Golf Tournament

Our BSHCA Golf Tournament Chairman, Ken Gerb, will be returning from winter vacation in Florida during this week and will get into full swing in his organizational agenda. He would appreciate the registrations for your foursomes be sent in early to enable his committee to concentrate on the many tasks necessary to a successful tournament, such as sponsors. Happy Hookers

I received a call from Cathy Peach informing me that she will no longer preside over the Happy Hookers sewing group. Cathy started and has headed the group from its inception more than 20 years ago. The Happy Hookers started as a social group, knitting and sewing articles for local nursing homes. As the group matured they expanded their attention during the Christmas season to children suffering from cancer and other serious illnesses at the Robert Wood Johnson Hospital Center in New Brunswick. They have recently joined in efforts to provide personal items to our military in foreign lands. To help with expenses, they received donations from various individuals and groups with a stipend from BSHCA in the amount of $600 per year. If any member is interested in accepting the leadership of the group please contact us at info@berkeleyshores.org. The current and very ambitious agenda was set by Cathy. New leadership may set their own agenda.

Our 1st Ward Councilman, Jim Byrnes, has advised that there have been reports of disturbance on the Amherst Beach at night. If you are aware of these gatherings and they seem disruptive, please call police on the above numbers provided in our newsletter.

Condominium Development, Corner of Ocean Gate Drive and Mill Creek Road

Over the past few weeks we have noticed the clearing of land on the corner of Ocean Gate Drive and Mill Creek Road. Rumors and speculation regarding the size and use of the development abound, thus, misinformation. A visit to the Township Planning Board and a copy of the Resolution was in order. The Resolution, adopted at the January 7, 2016 Planning Board Meeting, consists of 11 pages. The site is zoned for Residential-Multi Family development. The key points are as follows:
1 - The development is approved for 24, 2-bedroom townhome style condominium units, not rental apts.
2 - Each unit will provide a garage and one driveway parking spot.
3 - Approximately 20 additional spots will be provided for guests.
4 - Trees were removed per state CAFRA guidelines/regulations.
5 - Two points of ingress and egress to the development will be provided. Mill Creek Road and Ocean Gate Drive.
6 - Traffic studies in conjunction with state approval appears non-affecting.

 

Update on DJ Dick Italiano

Last week we told you that our DJ for BSHCA events, Dick Italiano, suffered an episode of cardiac arrest. Fortunately, he was providing the entertainment for a first responder group in Lyndhurst. Thankfully, they were able to stabilize Dick and he subsequently received 2 arterial stents. He is resting comfortably and thanks all for their warm get well wishes. He assures Jerry Coppola that he will be ready for the Beach Party on Memorial Day Weekend.

 

Good Luck Point

Have you recently driven towards Ocean Gate via Bayview Ave and looked out over the Forsythe Preserved Land? The AT&T poles are no longer part of the landscape. The Forsythe Preserve belongs to the Federal Parks System. After several years in the planning, the poles were removed to provide a more pristine area for local birds, fowl and wildlife. Several poles that supported Osprey nests were left intact. Attention given to the osprey over the past several years is finally paying off, especially on Island Beach State Park.

    The most frequent complaint we received last year during the garage sale was that the weather was very hot and consideration should be given to scheduling during a cooler period. Due to the many events scheduled for spring and summer the board voted to hold the event in September. It was felt that this timing would give everyone the opportunity to "clean out" their garages from everything that may have been accumulated during the summer months. Thanks to everyone for your interest in the garage sale. This is a very worthwhile event for all who participate. It shows our community in a very good light to all who come to "shop." FEMA/Waterfront Issues

In anticipation of final approval of FEMA Base Flood Elevations (BFE’s), it appears that all waterfront properties in Berkeley Shores will be in a designated flood zone, requiring insurance if the property is mortgaged. Prior to adoption of the new BFE’s, purchase of insurance will currently be priced under the current fee schedule. You are encouraged to consider purchasing insurance before final BFE’s are adopted since it will place you in a “grandfathered” status. Under the grandfathered status, enactment of the new BFE’s will also put in place a new fee schedule for flood insurance which will demand higher rates than current. Under the grandfather clause, individual insurance premiums will be phased in at annual 20% intervals over a five-year period. Purchase of a new policy under the new fee schedule will require full payment at the time of application. Consider applying for insurance before adoption of the new FEMA BFE’s. Be careful of anyone calling and asking for identity, social security, credit card and bank account numbers. FEMA/Waterfront Issues

Adoption of the new FEMA Base Flood Elevations (BFE’s), has been delayed pending a law suit that questions the methodology used in determining the new elevations. This will have a serious effect on the final flood insurance premiums that will ultimately be established in the future, affecting all who reside in a flood zone. The township web site, twp.berkeley.nj.us provides a good source of information regarding the subject.

Neighborhood Awareness – Computer Scams

Scams continue, especially in our senior communities, through mailings, emails and on line. The latest scam involves what appears to be a legitimate call from your credit card company, informing you that a charge was made against your card that is suspicious. When you deny the charge, the caller will inform you that the charge has been removed, but they will need the 3 digit code on the back of the card. The fact that they already have your credit card number from the front of the card gives them a level of legitimacy. DO NOT GIVE OUT THE CODE.

Oyster Creek Nuclear Power Plant, Lacey Twp.

Residents living in municipalities located within 10 miles of the Oyster Creeks Nuclear Power Plant are entitled to a personal supply of potassium iodide pills, offered by the Ocean County Health Department. Residents should check their current supply to determine if their pills are due to expire in March of 2017. The pills protect the thyroid gland in the event of a nuclear incident. Golf Tournament

While our 2nd Annual BSHCA Golf Tournament is scheduled for Thursday, July 20, 2017, Cedar Creek Golf Course, Bayville, the committee consisting of Chairman, Ken Gerb, members, Jim Benn, Dick Andrews and Pete Vetro are already hard at work in preparation for the event. This is a major undertaking and a major fundraiser for BSHCA. Our 2016 tournament was highly successful, attended by 104 golfers in 26 foursomes.

The prize list was impressive and the luncheon at the VFW was enjoyed by all. The goal for 2017 is 30 foursomes consisting of 120 golfers. You can help by committing to a foursome early to enable the committee to assess its recruiting effort. I’ll start it off with my commitment of a foursome. (29 to go).
The less time devoted to recruitment of golfers, the more time can be devoted to increasing the sponsor list. Last year's effort enriched our treasury by $2,700 and the committee hopes to surpass that number for 2017. Applications can be printed out from our web site, berkelyshores.org. Neighborhood Awareness – Computer Scams

Scams continue, especially in our senior communities, through mailings, emails and on line. Be careful when going on the internet. If you are unsure of the sender or if the way they address you is suspicious, delete it. Clicking on can open your computer to dangerous malware, which inserts software designed to seek out information on your personal business and your records. Real Estate – Bob Nunn

Of primary concern to our members is the stability of the market value of their homes, especially in Berkeley Shores. Our 2st VP, Bob Nunn and his wife Kathi, are realtors in the area. Bob has been updating our web site, showing the market conditions, listings and sales, of waterfront units in Bayville for several years. This data has been used by you to determine the value of your home for an eventual sale, for a property tax appeal and other reasons. In any event, the updates are popular with you as evidenced by the number of hits on our web site. For this newsletter, I have asked Bob to give us a more current update on real estate conditions in our neighborhood. The following is his report.

2016 was the year that we turned the corner on waterfront sales in Bayville. While inland and adult community areas enjoyed steadily increasing sales the last few years, 2016 was the year there was clear evidence of improvement to the waterfront markets.
Sales were up by 52% from 2015 to 70 plus (single family) units. Looking at Berkeley Shores alone we had 34 closed properties, average price was $350,000 when you back out six homes sold “As-Is” with unrepaired Sandy damage. Sales above the 500K level were few with only two in Berkley Shores, six in other areas of Bayville.

When you compare the assessed value to the selling price it’s an interesting picture. In our area, the average home sold for 12.4% below the town’s assessed value. (Depending on your circumstances, you might want to consider a tax appeal.) Looking at it another way, 6.5% below the seller’s asking price. It should be noted, nine properties sold at or above their asking price. The potential of multiple buyers bidding on a property if priced aggressively is alive and well.

The above does not address the Landings Condominiums which enjoyed one of the best years for unit sales in quite some time. Nine units closed with an average price of $266K. One property going 2.2% above asking! Rentals in the Landings also remain solid and sales are coming back.

While prices are not to the level they once were, sales volume is up and inventory is becoming more balanced with demand.
Berkeley Shores remains a desirable area for many buyers, based on their comments as they compare us to other areas. This is just one more reason to support BSHCA with its’ pro-active approach to our waterfront neighborhood. Simply, the better our area looks, the greater the appeal, the higher the potential price adding to market stability and protection of the ratable base for the township.
Real estate, either principle residence or second home, is one of most family’s largest assets. The sale of waterfront properties presents circumstances that differ from typical non-waterfront sales. Buyers are also savvy. They do their homework, and are aware of the unique challenges that will determine their purchase. Flood insurance, FEMA, Base Flood Elevations, bulkhead conditions and personal experiences of the homeowner regarding high water levels and storm conditions are common questions and concerns. How these issues are handled can result in a positive or negative response from the potential buyer. During these times, your representation and your sources of information are important. Make sure they are credible with a high degree of reliability. I hope this report has been of value, especially for those who anticipate the sale of their home.

The BSHCA Executive Board held its first meeting of 2017 on Friday, January 6 at the Good Luck Point Marina conference room. Full details of the meeting will be available in minutes posted to the web site as soon as they have been reviewed. Among the more prevalent areas of discussion were the following topics:

- Event scheduling dates
- Preparation for upcoming events
- Social activities and new ideas
- New and present projects
- Financial/budgeting issues
- Civic support i.e.: Scholarships, Military, Hospitals/Nursing Homes)
- New membership recruiting
- Nominations for board positions
- Revised Newsletter intervals
- Member meeting intervals and guest speakers
- BSHCA exposure to media

In this communication with you I would like to address three items from our list.

Future Newsletters - In my earnest to stay in constant contact with the membership, sometimes with little to report, the weekly newsletter can become redundant and boring due to a lack of new information. With board input the newsletter interval will be changed to bi-monthly and on occasion, greater or less if appropriate. Special or immediate announcements will be given priority and distributed based on urgency.

Nominations of Officer and Directors – The present board was voted upon at the annual member meeting of June 2015. Nominations will be taken shortly for voting at the June 2017 annual meeting. Member, Dick Andrews has agreed to serve as Nominations Committee Chairperson.
Dick served in that capacity in 2015 and we are appreciative of his acceptance this year. When details are ready, they will be distributed, via email. Thank you, Dick.

New Membership Recruitment Drive – Our current member ship roll totals 650 active members in about 350 households. It seems that no matter how hard we try, we just can’t get to the magic number of 700 and beyond. On January 3, 2017 1st VP and Membership Chairperson, Ken Gerb, Treasurer, John Schnitzer, Member Mary Lou Andrews and myself met to discuss a new member recruitment drive, starting with contacting 45 new homeowners to Berkeley Shores over the past 2 years. Mary Lou has volunteered her time and is willing to chair a small committee of “recruiters” to solicit for new membership. To join, email info@berkeleyshores.org.

Dear Berkeley Shores Resident,

I would like to take this opportunity to introduce you to the Berkeley Shores Homeowners' Civic Association (BSHCA), although we welcome you every time you drive past our Center Island on the corner of Ocean Gate Drive and Veeder Lane. Supported and maintained by our association, we like to refer to it as “The Gateway to Berkeley Shores.” Let me start by telling you what BSHCA is not. BSHCA is not a mandatory property owners’ association consisting of monthly dues and a set of property rules that must be observed and adhered to. BSHCA is a civic organization that is voluntarily joined by the homeowners of Berkeley Shores. Started in 1985 it is dedicated to the protection, preservation and beautification of the fragile environment of the Berkeley Shores section of Berkeley Township, expanding its responsibilities as a civic organization to the betterment of the township. It consists of a set of bylaws under which we operate. However, our bylaws do not dictate or demand rules that address your property. Those rules are listed under the property code ordinances of our township government concerning building and property maintenance and are enforceable through that entity. Although we cannot compel owners to care for distressed properties, we do partner with the township, bringing their attention to properties or conditions requiring maintenance, since deteriorated properties can affect real estate values, the environment and the aesthetic appeal of the surrounding neighborhood as well as nearby homes. But that is not all we do. Our waterfront is the crown jewel of our neighborhood and it is also our playground for those visiting during the warm summer months and for our year-round residents. The awakening spring after the winter doldrums and the introduction of fall is also beautiful at Berkeley Shores. Protection of our inland lagoons, annual dredge spoils removal, beach erosion and the ecology of the bay is of prime concern to our members. Future enjoyment of our waterways depends on the attention and care given in the present.

BSHCA is composed of a voluntary governing body consisting of a President, 1st VP, 2nd VP, Treasurer, Secretary, several directors who oversee most of our events and programs and ad hoc committees composed of non-elected BSHCA members as needs arise. Elections to the board are held on a two-year cycle. The board member is voted in by the membership and is committed to a two-year term. The president is committed to four years, two as the active president and two years as past president to preserve continuity. There are no term limits. The board is governed by a set of bylaws, developed at the inception of the association and modified as needed to serve the organization.
Board meetings are held monthly or bi-monthly as the need arises and at the discretion of the president. Three to four member meetings are held annually with guest speakers when available. In addition, four of our members serve as commissioners on the nine member Berkeley Township Waterways Advisory Commission, dedicated to the preservation of all waterways throughout the township.

Communication to the membership is constant and frequent through our email system, newsletters, member meetings and our BSHCA web site which is interactive, encouraging the member to voice their opinions, make suggestions and direct their questions for reply by the board. BSHCA was there for our members during Hurricane Sandy, providing hourly assessments of the area for those who were away and concerned about their homes. Our web site is very broad and informative providing links to other sites, a list of area business sponsors for your maintenance needs, upcoming events, BSHCA history, pictorials and so much more. Since membership is not required for access to the site (berkeleyshores.org), we encourage you to visit our site and look at the organization.

BSHCA sponsors a multitude of events throughout the year. Our biggest is the Memorial Day Celebration consisting of a Dedication to our Fallen Veterans, a Boat Blessing Ceremony by local clergy and the Annual Memorial Day Party under the tent at the Amherst Beach. The BSHCA sponsored event is open to all association members and residents of Berkeley Township, free of charge.
This major event is followed by the Annual Meeting and Presentation of Scholarships, Atlantic City weekend boat trip, Annual BSHCA Golf Tournament, Garage Sale, Endless Summer Dinner Dance, Food Drive, Bus Trip, Happy Hookers Christmas Toy Drive, Military Support Drive and more.

Our association consists of people who care. We live in a unique environment and its preservation and security requires constant attention and tender loving care. It takes all of us. Whether we are power boaters, sail boaters, sunbathers, swimmers, jet skiers, surfers, birdwatchers, whatever your preference, we must be united in protecting our environment. The executive board and the members of the Berkeley Shores Homeowners Civic Association are doing their part. We hope you will consider becoming a part of the team. Come, join us.

January 2, 2017 - End of Year Report (cont)

Dear Members,
Welcome to 2017. We hope you were pleased with last week’s report on BSHCA proceedings for 2016. This edition of the newsletter will continue with the accomplishments of the board in 2016. This week I will feature the good works of the directors who are most responsible for our annual events, some new.

We will be meeting in early January to begin planning events for 2017. Our board works diligently and continuously to complete its collective and individual responsibilities, creating new opportunities for improvement and protection of our neighborhood, for social activities that can be enjoyed by all who wish to participate and for addressing our civic responsibilities.


Director Jerry Coppola – Social Activities

Jerry, wife JoAnn and his staff of cooks and helpers started the year with our largest event, the organization of our Annual Memorial Day Celebration and Beach Party under the tent. Much coordination between the Township, Richard’s Rental and food purchases is required and was done smoothly without incident. The event was attended by approximately 300 people consisting of BSHCA members and Berkeley Twp. residents. From that event, they moved into preparation for our Annual Meeting in June. Next was a change of venue for our Annual Dinner Dance Holiday Party from December to our Endless Summer Dance in September. This was highly successful, garnering a greater number of people and was subsequently scheduled for 2017. Next on their agenda was the bus trip to the American Music Theater in Lancaster, PA for the Annual Christmas Show. All events were very successful and we thank Jerry and JoAnn for their dedication to the success of these programs.

 

Director Gary DiNallo – Food Drive and Garage Sale

Our Garage Sale in August was conducted by Gary DiNallo and his staff without incident. All contact with the township for permit applications went without incident. Approximately 50 people participated and from reports, some made handsome profits. Gary is not sure if their success was based on the quality of their merchandise or their superior salesmanship abilities.
Next, Gary went from the Garage Sale in August to the Annual Food Drive in November, gathering food for the St. Barnabas Food Pantry for the preparation of Thanksgiving food baskets for those in need.

 

Director Charles Crunkleton – Board Liaison to Happy Hookers / Military

Charles can be proud of his performance in his capacity as liaison to the Happy Hookers. The Hookers group, under direction of Cathy Peach, works hard all year to knit and sew their item for distribution. In addition, their annual toy drive was highly successful as reported in the December 19th newsletter. Through the Happy Hookers, Charles contacted Lloyd Mullikin who has established a network of military contacts, providing personal items of need throughout the years. We were able to provide a substantial number of these items for distribution to our military serving in foreign lands. A thank you to Charles, for his considerable effort that gave such positive exposure to BSHCA.

 

Phil Antoine – BSHCA Methods Handbook

Phil is engaged in developing our handbook of methods and procedures for current and future board members. Much detail is needed to successfully implement our many activities and events. Contact and coordination are essential to a successful outcome. These manuals are meant to be instructive and will serve as “how to” and planning guides. All information is gathered by Phil from those actively involved through documentation and discussion.

 

Nancy Wieme – Web Master

Nancy is not an elected member of the board, but she is continuously in contact with board members for input to our web site. But she does much more than that. She is always available to suggest ideas to make our inputs and the appearance of our web site more attractive and readable. She edits my newsletters, especially for punctuation. She is available on a moment’s notice to respond to our needs, especially when they are urgent. She is an invaluable asset to our organization and we are fortunate to have her on board.

 

Annual Meeting

The 2016 Annual Meeting was an especially gratifying one for the Executive Board. Usually, our members start leaving the meeting before it concludes. After all, it is held in June and the boats are waiting. Even though we went over the 11AM customary end extending it by 20 minutes, all attendees remained seated. Obviously, we had a program that was of interest to all. You brought a smile to the facers of the board members and we thank you for that. Makes our efforts worthwhile.

 

Other Accomplishments

Dredging - Dredging went well this year and we are appreciative of the attention paid by Mayor Amato and Steve Seiler, Manager of Public Works. We did have a few reports of high spots especially for owners of sailboats with deeper keels. We will try to address the issue with Public Works in time for this year’s dredging schedule.
Neighborhood Incidents – There were very few incidents of crime related issues in Berkeley Shores over the past year other than the usual complaints about speeding on Veeder Lane and Bayview Aves. We did try to bring awareness of computer relates scams, prevalent on the internet.

December 26, 2016 - End of Year Report (part 1 - to be continued Jan. 2, 2017)

Dear Members,
The Executive Board of BSHCA hopes all have had a happy and joyous holiday and looking forward to 2017. This newsletter will be a pleasure to write and will be continued into next week due to its length. Looking back, it was apparent that we had many positive accomplishments that have benefited our waterfront neighborhood, BSHCA and our Berkeley Community in 2016. Our board works diligently and continuously to complete its collective and individual responsibilities, creating new opportunities for improvement and protection of our neighborhood, for social activities that can be enjoyed by all who wish to participate and for addressing our civic responsibilities. I will begin with the all-important subject of membership because without you, there is no BSHCA.


1st VP Ken Gerb

For several years, our 1st VP Ken Gerb has done an excellent job of managing our membership roster, new membership drives, recruitment and renewal. This year we reached 98% of our efforts to renew existing members even though we lost several households due to relocation. Had they not moved we would have reached our goal of 100% or better, counting new members gained during the year. We have also identified 38 recent new households and are actively recruiting them with the help of long time BSHCA member, Mary Lou Andrews. We are close to the 700-member mark and hope to exceed that with a successful effort.
In addition to Membership Chair duties, Ken also organized our 1st Annual BSHCA Golf Tournament held in July 2016. Due to your response, this first effort was wildly successful, adding a profit of $2,700 to our treasury. Ken and his committee of Jim Benn, Dick Andrews and Pete Vetro have already started the ball rolling for the 2nd Annual Tournament scheduled for July 20, 2017. Get your foursomes ready now. Thank you, Ken, for the very thorough attention you give to whatever task you are asked to manage and for your advice and council to me.


2nd VP Bob Nunn

Bob Nunn is primarily responsible for working with the Township Code Enforcement Dept., responding to property code violations observed by him and for those conditions reported by individual members. Bob is diligent with follow-up, but since much of code enforcement favors the property owner, results are sometimes frustrating and slow.
Bob has oversight responsibility for paid ads that appear on our Web Site from local business owners who wish to advertise their products and services. Please consult our web site since these ads provide additional revenue to the association.
Bob’s professional realty experience gives him the opportunity to provide monthly updates on our Web Site, of sales and listings in our local waterfront neighborhood. Listings are valuable to our membership, providing research sources for current property market values useful for sales and property tax appeals.
As a Commissioner on the Berkeley Township Waterways Advisory Commission, Bob accepted the chairmanship of updating the Township’s Bulkhead Ordinance Practice, passed by the Township Council on December 5, 2016 and awaiting county approval.
This project has been two years in the making, updating construction and maintenance of bulkheads into current standards with specifications for items such as vinyl sheathing, rod materials and more. Thank you, Bob, for the attention and time you give to your areas of responsibility, for your time dedicated to our Waterways Commission and for your advice and council to me.



Treasurer John Schnitzer

John is our money guy, very diligent and thorough in his management of our Treasury. Our current balance of $17,422.00 keeping us in a healthy position to consider projects for 2017 that can be managed and afforded within our financial capabilities. The current audit, completed in 2016 by member Rich Pachuki, certifies us as sound.
In addition to John’s responsibility as treasurer, he also maintains our Center Island, updating the bulletin board with meeting notices, as well as those inspirational messages between BSHCA business messages.
In 2016, John oversaw the purchase and installation of our flagpole and dedication plaques to our veterans and active military. (Formal dedication will be announced in the spring of 2017.) In addition to the flag pole was the purchase and installation of our lighthouse, a replica of Barnegat Lighthouse, with solar lighting. All maintenance of the island is conducted by John and his volunteers. The seasonal and theme painted figures are handmade by John and placed appropriately as the seasons and holidays change.
John served on Ken Gerb’s 1st Golf Tournament Committee and was very involved with the recruitment of sponsors from the Berkeley Twp. business community. Thank you, John, for the dedication to your responsibilities, your advice and council to me and especially to the care and attention you give to our Center Island, The “Gateway to Berkeley Shores.”

 

Secretary, Lucille Pavolic

BSHCA has been in existence for 31 years and Lucille has served on boards for at least 15 years. For as long as I have known her, she has been available to serve in any position and do any job asked of her. Much of her time was spent on our many social activities, parties, affairs, and events. Now, she presently serves as secretary and has done so for at least the past 10 years. Thank you, Lucille, for your many years of service to BSHCA and for anything I ask of you.

 

Chairman Jim Benn - Scholarship

Jim and his committee consisting of Irene Benn, Nick Donatiello and Carol Rusnak, ad hoc members of the board, represent a vital part of our civic responsibilities. Together and in total independence, the committee selects the winners of the 3 annual scholarships provided by BSHCA, utilizing a somewhat complex matrix process developed by them. Scholarships are presented at the Central Regional High School and at our annual BSHCA meeting in June. Thank you, Jim for your participation and advice for changes to the program and to the committee for years of dedication and your council to the philanthropic arm of BSHCA.
