Membership Chairman, Ken Gerb reports your excellent response to our early renewal program, prior to the annual mailing. In the past week Ken received checks for $30 from 59 households totaling 104 members; 17%. A follow-up letter was emailed to all members on Saturday. We are hoping for a strong response from you this coming week. This action reduces our mailing costs and preparation effort. But more importantly, your response is a strong indicator of the value you place on our association. The executive board thanks you for the positive messages of support sent in with your mailings.
Member, Mary Lou Andrews, is working with Ken Gerb to increase membership in BSHCA. She has information packages, ready to go for recruitment purposes. We repeatedly ask you to be aware of non-member neighbors who might be interested in joining us. If you are aware of potential candidates for membership, please contact Mary Lou on 732 606 9666. There have been several reported instances of burglaries, break-ins and thefts in various areas of the township. Recently, two persons in a kayak were seen floating a jet ski dock down Carlyle. When spotted by a neighbor, they paddled away, leaving the dock. Please be aware of your surroundings and be alert for such instances.
A paddle boat was found floating in the lagoon at the Landings. If this belongs to you or if you are aware of the owner, please let us know on info@berkeleyshores.org.
I have recently received an email with a “Russian Connection” that strongly suggested it was part of the dangerous ransomware virus. It asked that I pull it into my computer to verify certain account number identifications. If acted upon, a “worm” will set itself up to destroy your hard drive unless you pay a ransom of several hundred dollars. If you receive this email, delete it immediately.
Do not accept the message.
Some boaters continue to ignore the “Rules of the Road” where boating safety and silt buildup are vital. The No Wake Buoys are installed and we ask that they are strictly observed. Come off plane at the FIRST buoy when returning and on plane at the LAST buoy when entering the bay. Do not power out of the mouth of the main lagoon and that includes jet skis. Be observant of your wake when navigating the main lagoon. This issue continues to be a source of concern for the responsible boater. If you observe this violation of the rules by irresponsible boaters, you can sign a complaint with the assistance of the Berkeley Twp. Police Dept. However, the police cannot act as witness or complainant unless they personally observe the violation. We must protect our lagoons from shoaling in by excessive wakes. Dredging is expensive and we continue to deal with the natural forces of nature, which needs no help from the boating community.

Our BSHCA Golf Tournament Chairman, Ken Gerb informs us that the committee has reached its goal of 30 foursomes totaling 120 golfers. Registrations are closed. Local support from businesses has been excellent and beyond expectation. The committee expects this 2nd Annual Tournament to surpass the net profit of the first tournament, providing a healthy boost to our treasury.
The membership is most appreciative of the efforts of the chairman and committee members and wishes them a successful tournament.

The annual meeting on Saturday, June 17, 2017 was attended by 21 members plus the executive board. It was the lowest attendance in recent memory and while a bit disconcerting, the membership grew since the last cycle and there seemed to be no major issues that would dissuade attendance. Perhaps it was the date. We welcome any ideas or suggestions from you that could increase member attendance in the future. Useful and valuable information was presented by Police Chief Karin DiMichele and 1st Ward Councilman, Jim Byrnes, eliciting many questions and interaction between them and our members. Awards of appreciation were presented to Cathy Peach for her leadership and dedication to the Happy Hookers group over more than two decades and to Nancy Wieme, our BSHCA webmaster for her continued support of our web site over several years. Elections were conducted by Nominations Chairman, Dick Andrews and all board members were returned for the 2017-2019 cycle. For the first time, the positions of President and 1st Vice President were not filled. We hope that both positions will be filled in the future. In the meantime, the executive board will function as a committee with directors taking full control of their disciplines. Past president, Fred Bekiarian, will continue to publish the bi-monthly newsletter and will act as liaison to our local government. Through this unique time the board expects to operate in a normal manner, meeting in July to develop a reorganization plan.
On Wednesday, June 14, 2017, Treasurer and Center Island Caretaker, John Schnitzer, conducted an excellent dedication ceremony that included local dignitaries. The new flag and island were dedicated in honor of the fallen from Berkeley Township and to our local emergency personnel.
The silt removal operation for the 2017 season has been completed. We would like your comments regarding “high” and impassable spots for future reference. In the near future we will check the depth of the known trouble areas, unreachable by the dredging equipment, to determine if a path with sufficient depth can be identified and advise accordingly.
While we are beyond the start of the boating season, it seems that some boaters have forgotten the “rules of the road.” Not only were larger boats and jet skis creating wakes in the main channel, but they continued at unacceptable speeds through the main Amherst Inlet. We have repeatedly asked that wake speeds be observed in the main channel, main inlet and lagoons throughout our waterfront neighborhoods. Dredging was just completed and there is basically a full boating season ahead of us. Please watch your wakes by paying close attention to your boat speeds. The inlet does not need your assistance in shoaling. It gets all the help it needs from Mother Nature.

A recent and tragic fatal accident occurred in Toms River on Saturday, June 17 when an eleven-year old girl died after touching a rail on a metal boat lift that had become electrified. If you have installed a boat lift with metal parts that could become energized, please have your apparatus inspected by a qualified person to assure that such a condition does not exist on your lift equipment.
There are burglaries and car break-ins occurring in various areas of the township. Protect your cars and homes from break-ins. Lock all doors even when you are at home.

BSHCA will dedicate the new flag pole on the Center Island to our military on June 14, 2017, 11AM Flag Day. The program will be conducted by board member, John Schnitzer. Dignitaries will include Mayor Amato, Councilman James Byrnes and Father Stanley Lukaszewski of St. Barnabas Parish, Bayville. Pledge of Allegiance, God Bless America and TAPS. Please try to attend for the ceremony to honor our military. The ceremony should last ½ hour.
The silt removal for the 2017 season began on Wednesday, June 7. Prior to the start, I met with Steve Seiler of Public Works to point out trouble spots. One area of concern brought to our attention by members, especially those with deep keel sailboats, was a troublesome high spot before the bulkhead on the way out. It was thought that the long arm of the dredging equipment could clear a trough sufficient for a deeper keel to pass. Unfortunately the equipment will not address the dredging operation from the newly installed playground for obvious reasons. Thus, the operation will be conducted from across the inlet opposite the playground. The dredging boom with bucket is not long enough to reach the trouble area. Within the next 2 weeks, we will check the depth of the trouble area to determine if a path with sufficient depth can be identified and advise accordingly.

The Memorial Day weekend celebration is the largest event held by BSHCA during the year. A great deal of planning and coordination is required to make it a successful day. It would not be possible to hold such an event without our strong volunteer force for which I am very grateful.
On the water our ceremonial and assembly boats Ohana, My Irene, Kon-Tiki, Madame Butterfly, Rosie Kay, Sushi Hunter and their Captains, respectively, John DiStefano, Jim Benn, Larry Borio, Maurice Schnakenberg, Ken Gerb, and Bob Nunn. Blessing prayer, Invocation and Benediction by Father Stas from St Barnabas Parish. Heartfelt speeches by Mayor Carmen Amato, Council President Sophia Gingrich, and 1st Ward Councilman, James Byrnes, who also laid the ceremonial wreath upon the waters. Our Central Regional Jr ROTC Color Guard supervised by Felicia Morreale, Our Gold Star Mother, Carol Koch. Thank you to our Bagpiper, Mike Mcaleavey and Bugler Mike Passeri. And to all participating boats with their captains and guests.
On shore our Picnic Committee chaired so excellently by Jerry and JoAnn Coppola with their volunteer crew of workers and head chef Tony Mrofsky and his cooks, Dick Andrews, Rich Pachuki, Cole Starzman, Paul Spinello, Charles Crunkleton, Jim Blavat and Carmine Esposito. To our DJ Dick Italiano and his special singing guest, Al Semento, who once again regaled us with a love song to his wife, Paulette, the ”love of his life.” To Doug Blum and Bob Palma for the use of their trucks on Sunday. To Charlene Spinello, Mary Lou Andrews and Jean Pachuki for attending to our membership table. Councilman Jim Byrnes for the use of his freezer, storing our hamburgers and hot dogs. A special thank you to Bill McGrath for supervising the Commemoration Ceremony from the beach and for his working with DJ Dick Italiano, resolving last minute technical problems, to assure clear communications between the beach and the boats. Much thanks to Marigrace and Arthur Mastapeter for the lovely roses for our Gold Star Mother and to Peggy Zullo for providing electricity for our event.
Our thanks to Mayor Amato and Public Works Director, Steve Seiler for their support. And to the Recreation Departments’ Tim Yurcisin and Jim Sperber and their crew for their attention to our beach needs, delivering heavy tables, relief stations, DJ Platform and trash containers. The assembly of the playground equipment is complete. If you have not seen it, it is worth the trip. A nice addition to our waterfront and to our Berkeley Shores neighborhood.
Silt removal has begun on Monday, June 5. Several sailboats had problems with passage last year due to “high spots.” Public works Manager, Steve Seiler is aware and I have asked if he can address the trouble spots with the dredger. The pencil buoys have finally been installed by the state of NJ. Many asked about their placement. We do not have local control of the buoys nor can we place them.

The Central Regional High School JROTC (Junior Reserve Officers Training Corps) will see its third year of participation in our Memorial Day Commemoration to Fallen Military on May 28th. Several cadets, along with Col. Tier and MSgt. Grant will be leaving for a special trip to visit the Arizona in Pearl Harbor, Hawaii. To help with their fundraising and for our thanks to their participation, BSHCA has presented them with a donation of $500.
The biggest event weekend of the association will take place next Sunday, May 28 consisting of the Annual Beach Picnic, Boat Blessing and Commemoration to Fallen Military. Please plan to attend for a nice day with members, family and friends and in support of your association. If you cannot participate by boat, plan to view the Commemoration Ceremony from the beach. The four event boats with Clergy, Gold Star Mother, Color Guard and Local Dignitaries will be positioned as close to the Amherst Beach as possible for your viewing pleasure, with sound broadcast, compliments of our DJ, Dick Italiano. An instruction announcement will be distributed, via email, this week for those participating on the water.

Applications are being received at a faster pace than last year. The target has been set at 120 golfers. 17 spots remain open. This tournament has become a popular event, very well run with great prizes. Players do not need to be members. The committee received 19 applications for the 2017 cycle. Our Scholarship Committee Chairman will present the three awards at Central Regional on Thursday, May 25, 6:30PM.
The playground is coming along nicely. Workers are erecting a low wall around the whole playground area and installing cushioning materials to reduce the risk of injury. Not only was this a great location for a playground, but the benches provide a nice enjoyable spot to just sit and enjoy the views of the bay. The walkway between the beach and the playground has been “paved” with a hardened sand. A nice addition to the area.
BSHCA is pleased to join the Mayors annual event scheduled for Thursday, June 1, 2017. As a sponsor, BSHCA will purchase a foursome and the placement of a BSHCA placard on a T-Box. This event is a major fundraiser which helps defray the costs of our Free Summer Concert Series held at Veterans Park, Bayville. The Mayor is also a sponsor of our BSHCA Annual Golf Tournament. The tickets purchased for this event by BSHCA will be offered to three members in a drawing to take place during the picnic on Amherst Beach, Sunday, May 28. Our BSHCA General Meeting of April 28, 2017 was attended by about 20 members. Much of what was discussed are items covered in our bi weekly newsletters. Of significance was the announcement of the nominations for board positions and the election to be held at the annual meeting in June. A letter was distributed last week to all members, via email, naming the nominees and discussion on the organization of the new board. The Executive board will come together after the June meeting to reassemble and strategize on the business of the board to be run as a committee. We do ask you to consider nominating yourself or another, with their permission, to the positions of President and Vice President. Since Dick Andrews, Nominations Chairman, has not received any nominations for those positions the nominations process remains open. If you have driven past the former Mastapeter property at Amherst Beach you would have seen the childrens’ play gym being erected. We are told that the completion date is Memorial Day. We have received many favorable comments by members, but there was also a comment regarding disruptive activities during the evening and nighttime hours by a member and previously, by our 1st Ward Councilman, Jim Byrnes. BSHCA will partner with the Mayor and our Councilman to resolve issues that may arise around the Amherst Beach. Please report any disturbances that may occur to the Mayors’ Hot Line and the Police Chiefs Tip Line.

A benefit dinner will be held for retired Detective John Sullivan on June 9 at the Bayville Elks., Rt 9. Detective Sullivan has been diagnosed with Pancreatic Cancer. Dear Members,
At the recent Member Meeting held on April 28, 2017, our Nominations Chairman, Dick Andrews, presented the nominees for BSHCA Board Positions to be voted upon at the Annual Member Meeting scheduled for Saturday, June 17, 2017. The nominations received to date are as follows: Bob Nunn, 2nd VP, John Schnitzer, Treasurer, Lucille Pavolic, Secretary, Directors, Phil Antoine, Jerry Coppola, Charles Crunkleton, Gary DiNallo, Ken Gerb. The current President, Fred Bekiarian has decided against running for a 3rd term and will remain on the board as Past President in a support position. Ken Gerb has decided to step down from 1st VP and will run for a director position. Therefore, the positions of President and 1st VP are open. Certainly, this situation presents the most obvious question.
“How can the association survive without a president and who will run it?”
Over the years, boards have been faced with difficult tasks, recruitment not being the least of them. In each instance the association survived due to the resourcefulness of its leaders and because its’ worth and value was never in doubt. I have served on the board since 2007 in various capacities and since 2012, as President. Other members of the present board have served for almost the same period. We quickly recognized that the growing demands of the presidency would make the recruitment effort more challenging unless we changed the operational structure of the board. And that is what has happened over the past 5 years. Mainly, the directors now take not only full responsibility for their disciplines, but ownership to the point of independence from the president.
The presidency, as is currently structured, is an oversight position having responsibility for the goals, agenda, meetings and decisions. The remaining association business, events and activities, is handled totally by the qualified respective board member. This was done for several reasons;
1-Dispell the notion that the position requires an appreciation and knowledge of the history of BSHCA. Certainly, it would help, but would not be a disqualifier. More important would be a candidate possessing managerial skills.
2-Make the position of President and 1st VP, more attractive, less time consuming and manageable for future candidates.
3-Most importantly, in the event the position could not be filled immediately, that the business of the association could be conducted in a transparent manner and with the full confidence of the membership body.
I am confident that the present board has developed to an organizational level that is necessary to function in the absence of a president, if the need arises, for a reasonable period. Ideally, we should have a full staff. This appeal to you and the restructuring of the board should not diminish the need for a president. Any group functions better with a leader at the top. To that end, the nominations process is still open. If any member is interested in nominating themselves or nominating another member with their approval, to the President and 1st VP slots and would like to discuss the details of those positions, please feel free to call me and I will be glad to go over the responsibilities and activities related to each. Any nominations received in response to this letter will be passed on to the nominations chairman for posting.

Dear Members,
The acquisition of the Mastapeter property and the installation of approximately 225 feet of bulkhead gave the township full control of our Amherst Inlet, primarily for silt removal purposes on an annual basis and providing for the waterfront residents served by the inlet (approx. 800 households), a safe and unobstructed passage for their boating pleasure. It also gave us an added benefit; the expansion of the Amherst Beach into a park setting for the enjoyment of the residents of Berkeley Shores and for the residents of Berkeley Township. Over the past few years we have seen an increase in the use of the Amherst Beach by sunbathers, waders and families with small children. A slight invasion of the pesky geese along with their droppings created a health issue, especially for small children playing in the sand. We tried to resolve the problem with the help of several association members in the area and with the purchase of a special raking apparatus by the Parks Department with a scheduled weekly sweeping. The equipment is also used for the same purpose on the Butler Blvd. Beach Playground and the Dudley Park off Rt 9.
Currently, the Parks Dept. is engaged in removing the old playground equipment from the Amherst Beach due to age, liability, deterioration, regulation and safety issues. The action has prompted a member to question the future of the play area, enjoyed by his 2 and 4 year-old children. The plan for the park expansion into the Mastapeter property will include a play gym apparatus with slides and swings suitable for children 2-12. The actual play area designated for the play gym and swings will require a mall section of the total area. The remainder of the park will be passive recreation with benches, trees and plantings with handicap access. The cost of the equipment is $39,500 plus excavation and preparation costs.
We have limited water access in Berkeley Twp. for swimming, sun bathing and wading purposes. This project has a twofold purpose; providing safe and modern playground equipment for young children with wonderful views of the bay while at the same time, expanding the beach area for recreational purposes. The township will also consider the placement of a lifeguard on the beach, full time or weekends will be decided. A finished beachfront park will not only be aesthetically pleasing, but will also have a positive effect on future homebuyers, especially those with young children and grandchildren. The target date for completion of the project is expected by Memorial Day 2017.

The annual removal of silt from our main Amherst Lagoon will commence on June 1st or thereabouts. During the past year, I have received several calls regarding high spots in the Main Amherst Lagoon which have created difficult passage for sailboats with deep keels. Prior to the dredging, we will take some depth soundings to identify those spots that could be troublesome, passing them on to the Public Works Dept. Owners of sailboats can assist by helping to ID troublesome spots. Please call me on 732 809 4807.
Planning and preparation is underway for our Annual Memorial Day Beach Picnic, Boat Blessing and Veterans Commemoration Ceremony. This year we will add a bagpiper and a Gold Star Mother. The boats will once again gather close to the Amherst Beach in calmer waters and for all to participate from the beach. As planning materializes, we will keep you informed through our newsletters.
Our BSHCA Golf Tournament Chairman, Ken Gerb, will be returning from winter vacation in Florida during this week and will get into full swing in his organizational agenda. He would appreciate the registrations for your foursomes be sent in early to enable his committee to concentrate on the many tasks necessary to a successful tournament, such as sponsors. I received a call from Cathy Peach informing me that she will no longer preside over the Happy Hookers sewing group. Cathy started and has headed the group from its inception more than 20 years ago. The Happy Hookers started as a social group, knitting and sewing articles for local nursing homes. As the group matured they expanded their attention during the Christmas season to children suffering from cancer and other serious illnesses at the Robert Wood Johnson Hospital Center in New Brunswick. They have recently joined in efforts to provide personal items to our military in foreign lands. To help with expenses, they received donations from various individuals and groups with a stipend from BSHCA in the amount of $600 per year. If any member is interested in accepting the leadership of the group please contact us at info@berkeleyshores.org. The current and very ambitious agenda was set by Cathy. New leadership may set their own agenda.

Over the past few weeks we have noticed the clearing of land on the corner of Ocean Gate Drive and Mill Creek Road. Rumors and speculation regarding the size and use of the development abound, thus, misinformation. A visit to the Township Planning Board and a copy of the Resolution was in order. The Resolution, adopted at the January 7, 2016 Planning Board Meeting, consists of 11 pages. The site is zoned for Residential-Multi Family development. The key points are as follows:
1 - The development is approved for 24, 2-bedroom townhome style condominium units, not rental apts.
2 - Each unit will provide a garage and one driveway parking spot.
3 - Approximately 20 additional spots will be provided for guests.
4 - Trees were removed per state CAFRA guidelines/regulations.
5 - Two points of ingress and egress to the development will be provided. Mill Creek Road and Ocean Gate Drive.
6 - Traffic studies in conjunction with state approval appears non-affecting.
Last week we told you that our DJ for BSHCA events, Dick Italiano, suffered an episode of cardiac arrest. Fortunately, he was providing the entertainment for a first responder group in Lyndhurst. Thankfully, they were able to stabilize Dick and he subsequently received 2 arterial stents. He is resting comfortably and thanks all for their warm get well wishes. He assures Jerry Coppola that he will be ready for the Beach Party on Memorial Day Weekend.
Have you recently driven towards Ocean Gate via Bayview Ave and looked out over the Forsythe Preserved Land? The AT&T poles are no longer part of the landscape. The Forsythe Preserve belongs to the Federal Parks System. After several years in the planning, the poles were removed to provide a more pristine area for local birds, fowl and wildlife. Several poles that supported Osprey nests were left intact. Attention given to the osprey over the past several years is finally paying off, especially on Island Beach State Park.

In anticipation of final approval of FEMA Base Flood Elevations (BFE’s), it appears that all waterfront properties in Berkeley Shores will be in a designated flood zone, requiring insurance if the property is mortgaged. Prior to adoption of the new BFE’s, purchase of insurance will currently be priced under the current fee schedule. You are encouraged to consider purchasing insurance before final BFE’s are adopted since it will place you in a “grandfathered” status. Under the grandfathered status, enactment of the new BFE’s will also put in place a new fee schedule for flood insurance which will demand higher rates than current. Under the grandfather clause, individual insurance premiums will be phased in at annual 20% intervals over a five-year period. Purchase of a new policy under the new fee schedule will require full payment at the time of application. Consider applying for insurance before adoption of the new FEMA BFE’s. Adoption of the new FEMA Base Flood Elevations (BFE’s), has been delayed pending a law suit that questions the methodology used in determining the new elevations. This will have a serious effect on the final flood insurance premiums that will ultimately be established in the future, affecting all who reside in a flood zone. Scams continue, especially in our senior communities, through mailings, emails and on line. The latest scam involves what appears to be a legitimate call from your credit card company, informing you that a charge was made against your card that is suspicious. When you deny the charge, the caller will inform you that the charge has been removed, but they will need the 3 digit code on the back of the card. The fact that they already have your credit card number from the front of the card gives them a level of legitimacy. DO NOT GIVE OUT THE CODE.

We continue to creep up on our goal for the 2016-2017 Membership Drive. We are 13 households and 11 members short of last years’ roster. Renewals continue to dribble in and we might make it yet. Residents living in municipalities located within 10 miles of the Oyster Creeks Nuclear Power Plant are entitled to a personal supply of potassium iodide pills, offered by the Ocean County Health Department. Residents should check their current supply to determine if their pills are due to expire in March of 2017. The pills protect the thyroid gland in the event of a nuclear incident. You can trade in your pills at the Central Regional High School (East Entrance) 509 Forest Hills Parkway, Bayville, from 4PM to 7PM on February 15, 2017.
While our 2nd Annual BSHCA Golf Tournament is scheduled for Thursday, July 20, 2017, Cedar Creek Golf Course, Bayville, the committee consisting of Chairman, Ken Gerb, members, Jim Benn, Dick Andrews and Pete Vetro are already hard at work in preparation for the event. This is a major undertaking and a major fundraiser for BSHCA. Our 2016 tournament was highly successful, attended by 104 golfers in 26 foursomes.

The prize list was impressive and the luncheon at the VFW was enjoyed by all. The goal for 2017 is 30 foursomes consisting of 120 golfers. You can help by committing to a foursome early to enable the committee to assess its recruiting effort. I’ll start it off with my commitment of a foursome. (29 to go).
The less time devoted to recruitment of golfers, the more time can be devoted to increasing the sponsor list. Of primary concern to our members is the stability of the market value of their homes, especially in Berkeley Shores. Our 2st VP, Bob Nunn and his wife Kathi, are realtors in the area. Bob has been updating our web site, showing the market conditions, listings and sales, of waterfront units in Bayville for several years. This data has been used by you to determine the value of your home for an eventual sale, for a property tax appeal and other reasons. In any event, the updates are popular with you as evidenced by the number of hits on our web site. For this newsletter, I have asked Bob to give us a more current update on real estate conditions in our neighborhood. The following is his report.
2016 was the year that we turned the corner on waterfront sales in Bayville. While inland and adult community areas enjoyed steadily increasing sales the last few years, 2016 was the year there was clear evidence of improvement to the waterfront markets.
Sales were up by 52% from 2015 to 70 plus (single family) units. Looking at Berkeley Shores alone we had 34 closed properties, average price was $350,000 when you back out six homes sold “As-Is” with unrepaired Sandy damage. Sales above the 500K level were few with only two in Berkley Shores, six in other areas of Bayville.
When you compare the assessed value to the selling price it’s an interesting picture. In our area, the average home sold for 12.4% below the town’s assessed value. (Depending on your circumstances, you might want to consider a tax appeal.) Looking at it another way, 6.5% below the seller’s asking price. It should be noted, nine properties sold at or above their asking price. The potential of multiple buyers bidding on a property if priced aggressively is alive and well.
The above does not address the Landings Condominiums which enjoyed one of the best years for unit sales in quite some time. Nine units closed with an average price of $266K. One property going 2.2% above asking! Rentals in the Landings also remain solid and sales are coming back.
While prices are not to the level they once were, sales volume is up and inventory is becoming more balanced with demand.
Berkeley Shores remains a desirable area for many buyers, based on their comments as they compare us to other areas. This is just one more reason to support BSHCA with its’ pro-active approach to our waterfront neighborhood. Simply, the better our area looks, the greater the appeal, the higher the potential price adding to market stability and protection of the ratable base for the township.
Real estate, either principle residence or second home, is one of most family’s largest assets. The sale of waterfront properties presents circumstances that differ from typical non-waterfront sales. Buyers are also savvy. They do their homework, and are aware of the unique challenges that will determine their purchase. Flood insurance, FEMA, Base Flood Elevations, bulkhead conditions and personal experiences of the homeowner regarding high water levels and storm conditions are common questions and concerns. How these issues are handled can result in a positive or negative response from the potential buyer. During these times, your representation and your sources of information are important. Make sure they are credible with a high degree of reliability. I hope this report has been of value, especially for those who anticipate the sale of their home.

In this communication with you I would like to address three items from our list.
Future Newsletters - In my earnest to stay in constant contact with the membership, sometimes with little to report, the weekly newsletter can become redundant and boring due to a lack of new information. With board input the newsletter interval will be changed to bi-monthly and on occasion, greater or less if appropriate. Special or immediate announcements will be given priority and distributed based on urgency.
Nominations of Officer and Directors – The present board was voted upon at the annual member meeting of June 2015. Nominations will be taken shortly for voting at the June 2017 annual meeting. Member, Dick Andrews has agreed to serve as Nominations Committee Chairperson.
Dick served in that capacity in 2015 and we are appreciative of his acceptance this year. When details are ready, they will be distributed, via email. Thank you, Dick.
New Membership Recruitment Drive – Our current member ship roll totals 650 active members in about 350 households. It seems that no matter how hard we try, we just can’t get to the magic number of 700 and beyond. On January 3, 2017 1st VP and Membership Chairperson, Ken Gerb, Treasurer, John Schnitzer, Member Mary Lou Andrews and myself met to discuss a new member recruitment drive, starting with contacting 45 new homeowners to Berkeley Shores over the past 2 years. Dear Berkeley Shores Resident,
I would like to take this opportunity to introduce you to the Berkeley Shores Homeowners' Civic Association (BSHCA), although we welcome you every time you drive past our Center Island on the corner of Ocean Gate Drive and Veeder Lane. Supported and maintained by our association, we like to refer to it as “The Gateway to Berkeley Shores.” Let me start by telling you what BSHCA is not. BSHCA is not a mandatory property owners’ association consisting of monthly dues and a set of property rules that must be observed and adhered to. BSHCA is a civic organization that is voluntarily joined by the homeowners of Berkeley Shores. Started in 1985 it is dedicated to the protection, preservation and beautification of the fragile environment of the Berkeley Shores section of Berkeley Township, expanding its responsibilities as a civic organization to the betterment of the township. It consists of a set of bylaws under which we operate. However, our bylaws do not dictate or demand rules that address your property. Those rules are listed under the property code ordinances of our township government concerning building and property maintenance and are enforceable through that entity. Although we cannot compel owners to care for distressed properties, we do partner with the township, bringing their attention to properties or conditions requiring maintenance, since deteriorated properties can affect real estate values, the environment and the aesthetic appeal of the surrounding neighborhood as well as nearby homes. But that is not all we do. Our waterfront is the crown jewel of our neighborhood and it is also our playground for those visiting during the warm summer months and for our year-round residents. The awakening spring after the winter doldrums and the introduction of fall is also beautiful at Berkeley Shores. Protection of our inland lagoons, annual dredge spoils removal, beach erosion and the ecology of the bay is of prime concern to our members. Future enjoyment of our waterways depends on the attention and care given in the present.
BSHCA is composed of a voluntary governing body consisting of a President, 1st VP, 2nd VP, Treasurer, Secretary, several directors who oversee most of our events and programs and ad hoc committees composed of non-elected BSHCA members as needs arise. Elections to the board are held on a two-year cycle. The board member is voted in by the membership and is committed to a two-year term. The president is committed to four years, two as the active president and two years as past president to preserve continuity. There are no term limits. The board is governed by a set of bylaws, developed at the inception of the association and modified as needed to serve the organization.
Board meetings are held monthly or bi-monthly as the need arises and at the discretion of the president. Three to four member meetings are held annually with guest speakers when available. In addition, four of our members serve as commissioners on the nine member Berkeley Township Waterways Advisory Commission, dedicated to the preservation of all waterways throughout the township.
Communication to the membership is constant and frequent through our email system, newsletters, member meetings and our BSHCA web site which is interactive, encouraging the member to voice their opinions, make suggestions and direct their questions for reply by the board. BSHCA was there for our members during Hurricane Sandy, providing hourly assessments of the area for those who were away and concerned about their homes. Our web site is very broad and informative providing links to other sites, a list of area business sponsors for your maintenance needs, upcoming events, BSHCA history, pictorials and so much more. Since membership is not required for access to the site (berkeleyshores.org), we encourage you to visit our site and look at the organization.
BSHCA sponsors a multitude of events throughout the year. Our biggest is the Memorial Day Celebration consisting of a Dedication to our Fallen Veterans, a Boat Blessing Ceremony by local clergy and the Annual Memorial Day Party under the tent at the Amherst Beach. The BSHCA sponsored event is open to all association members and residents of Berkeley Township, free of charge.
This major event is followed by the Annual Meeting and Presentation of Scholarships, Atlantic City weekend boat trip, Annual BSHCA Golf Tournament, Garage Sale, Endless Summer Dinner Dance, Food Drive, Bus Trip, Happy Hookers Christmas Toy Drive, Military Support Drive and more.
Our association consists of people who care. We live in a unique environment and its preservation and security requires constant attention and tender loving care. It takes all of us. Whether we are power boaters, sail boaters, sunbathers, swimmers, jet skiers, surfers, birdwatchers, whatever your preference, we must be united in protecting our environment. The executive board and the members of the Berkeley Shores Homeowners Civic Association are doing their part. We hope you will consider becoming a part of the team. Come, join us.

Dear Members,
Welcome to 2017. We hope you were pleased with last week’s report on BSHCA proceedings for 2016. This edition of the newsletter will continue with the accomplishments of the board in 2016. This week I will feature the good works of the directors who are most responsible for our annual events, some new.
We will be meeting in early January to begin planning events for 2017. Our board works diligently and continuously to complete its collective and individual responsibilities, creating new opportunities for improvement and protection of our neighborhood, for social activities that can be enjoyed by all who wish to participate and for addressing our civic responsibilities.
Jerry, wife JoAnn and his staff of cooks and helpers started the year with our largest event, the organization of our Annual Memorial Day Celebration and Beach Party under the tent. Much coordination between the Township, Richard’s Rental and food purchases is required and was done smoothly without incident. The event was attended by approximately 300 people consisting of BSHCA members and Berkeley Twp. residents. From that event, they moved into preparation for our Annual Meeting in June. Next was a change of venue for our Annual Dinner Dance Holiday Party from December to our Endless Summer Dance in September. This was highly successful, garnering a greater number of people and was subsequently scheduled for 2017. Next on their agenda was the bus trip to the American Music Theater in Lancaster, PA for the Annual Christmas Show. All events were very successful and we thank Jerry and JoAnn for their dedication to the success of these programs.
Our Garage Sale in August was conducted by Gary DiNallo and his staff without incident. All contact with the township for permit applications went without incident. Approximately 50 people participated and from reports, some made handsome profits. Gary is not sure if their success was based on the quality of their merchandise or their superior salesmanship abilities.
Next, Gary went from the Garage Sale in August to the Annual Food Drive in November, gathering food for the St. Barnabas Food Pantry for the preparation of Thanksgiving food baskets for those in need.
Charles can be proud of his performance in his capacity as liaison to the Happy Hookers. The Hookers group, under direction of Cathy Peach, works hard all year to knit and sew their item for distribution. In addition, their annual toy drive was highly successful as reported in the December 19th newsletter. Through the Happy Hookers, Charles contacted Lloyd Mullikin who has established a network of military contacts, providing personal items of need throughout the years. We were able to provide a substantial number of these items for distribution to our military serving in foreign lands. A thank you to Charles, for his considerable effort that gave such positive exposure to BSHCA.
Phil is engaged in developing our handbook of methods and procedures for current and future board members. Much detail is needed to successfully implement our many activities and events. Contact and coordination are essential to a successful outcome. These manuals are meant to be instructive and will serve as “how to” and planning guides. All information is gathered by Phil from those actively involved through documentation and discussion.
Nancy is not an elected member of the board, but she is continuously in contact with board members for input to our web site. But she does much more than that. She is always available to suggest ideas to make our inputs and the appearance of our web site more attractive and readable. She edits my newsletters, especially for punctuation. She is available on a moment’s notice to respond to our needs, especially when they are urgent. She is an invaluable asset to our organization and we are fortunate to have her on board.
The 2016 Annual Meeting was an especially gratifying one for the Executive Board. Usually, our members start leaving the meeting before it concludes. After all, it is held in June and the boats are waiting. Even though we went over the 11AM customary end extending it by 20 minutes, all attendees remained seated. Obviously, we had a program that was of interest to all. You brought a smile to the facers of the board members and we thank you for that. Makes our efforts worthwhile.
Dredging - Dredging went well this year and we are appreciative of the attention paid by Mayor Amato and Steve Seiler, Manager of Public Works. We did have a few reports of high spots especially for owners of sailboats with deeper keels. We will try to address the issue with Public Works in time for this year’s dredging schedule.
Neighborhood Incidents – There were very few incidents of crime related issues in Berkeley Shores over the past year other than the usual complaints about speeding on Veeder Lane and Bayview Aves. We did try to bring awareness of computer relates scams, prevalent on the internet.

Dear Members,
The Executive Board of BSHCA hopes all have had a happy and joyous holiday and looking forward to 2017. This newsletter will be a pleasure to write and will be continued into next week due to its length. Looking back, it was apparent that we had many positive accomplishments that have benefited our waterfront neighborhood, BSHCA and our Berkeley Community in 2016. Our board works diligently and continuously to complete its collective and individual responsibilities, creating new opportunities for improvement and protection of our neighborhood, for social activities that can be enjoyed by all who wish to participate and for addressing our civic responsibilities. I will begin with the all-important subject of membership because without you, there is no BSHCA.
For several years, our 1st VP Ken Gerb has done an excellent job of managing our membership roster, new membership drives, recruitment and renewal. This year we reached 98% of our efforts to renew existing members even though we lost several households due to relocation. Had they not moved we would have reached our goal of 100% or better, counting new members gained during the year. We have also identified 38 recent new households and are actively recruiting them with the help of long time BSHCA member, Mary Lou Andrews. We are close to the 700-member mark and hope to exceed that with a successful effort.
In addition to Membership Chair duties, Ken also organized our 1st Annual BSHCA Golf Tournament held in July 2016. Due to your response, this first effort was wildly successful, adding a profit of $2,700 to our treasury. Ken and his committee of Jim Benn, Dick Andrews and Pete Vetro have already started the ball rolling for the 2nd Annual Tournament scheduled for July 20, 2017. Get your foursomes ready now. Thank you, Ken, for the very thorough attention you give to whatever task you are asked to manage and for your advice and council to me.
Bob Nunn is primarily responsible for working with the Township Code Enforcement Dept., responding to property code violations observed by him and for those conditions reported by individual members. Bob is diligent with follow-up, but since much of code enforcement favors the property owner, results are sometimes frustrating and slow.
Bob has oversight responsibility for paid ads that appear on our Web Site from local business owners who wish to advertise their products and services. Please consult our web site since these ads provide additional revenue to the association.
Bob’s professional realty experience gives him the opportunity to provide monthly updates on our Web Site, of sales and listings in our local waterfront neighborhood. Listings are valuable to our membership, providing research sources for current property market values useful for sales and property tax appeals.
As a Commissioner on the Berkeley Township Waterways Advisory Commission, Bob accepted the chairmanship of updating the Township’s Bulkhead Ordinance Practice, passed by the Township Council on December 5, 2016 and awaiting county approval.
This project has been two years in the making, updating construction and maintenance of bulkheads into current standards with specifications for items such as vinyl sheathing, rod materials and more. Thank you, Bob, for the attention and time you give to your areas of responsibility, for your time dedicated to our Waterways Commission and for your advice and council to me.
John is our money guy, very diligent and thorough in his management of our Treasury. Our current balance of $17,422.00 keeping us in a healthy position to consider projects for 2017 that can be managed and afforded within our financial capabilities. The current audit, completed in 2016 by member Rich Pachuki, certifies us as sound.
In addition to John’s responsibility as treasurer, he also maintains our Center Island, updating the bulletin board with meeting notices, as well as those inspirational messages between BSHCA business messages.
In 2016, John oversaw the purchase and installation of our flagpole and dedication plaques to our veterans and active military. (Formal dedication will be announced in the spring of 2017.) In addition to the flag pole was the purchase and installation of our lighthouse, a replica of Barnegat Lighthouse, with solar lighting. All maintenance of the island is conducted by John and his volunteers. The seasonal and theme painted figures are handmade by John and placed appropriately as the seasons and holidays change.
John served on Ken Gerb’s 1st Golf Tournament Committee and was very involved with the recruitment of sponsors from the Berkeley Twp. business community. Thank you, John, for the dedication to your responsibilities, your advice and council to me and especially to the care and attention you give to our Center Island, The “Gateway to Berkeley Shores.”
BSHCA has been in existence for 31 years and Lucille has served on boards for at least 15 years. For as long as I have known her, she has been available to serve in any position and do any job asked of her. Much of her time was spent on our many social activities, parties, affairs, and events. Now, she presently serves as secretary and has done so for at least the past 10 years. Thank you, Lucille, for your many years of service to BSHCA and for anything I ask of you.
Jim and his committee consisting of Irene Benn, Nick Donatiello and Carol Rusnak, ad hoc members of the board, represent a vital part of our civic responsibilities. Together and in total independence, the committee selects the winners of the 3 annual scholarships provided by BSHCA, utilizing a somewhat complex matrix process developed by them. Scholarships are presented at the Central Regional High School and at our annual BSHCA meeting in June. Thank you, Jim for your participation and advice for changes to the program and to the committee for years of dedication and your council to the philanthropic arm of BSHCA.
