Holiday Home Decorating Contest
All residents of Berkeley Township are welcome to join in the fun. If you would like your house to be entered into the contest, please go to our registration below and fill the form out by December 5th.
Judging will be conducted on December 11th and 12th. Make sure your lights are on both evenings! We will notify the winners on January 4th but will be displaying pictures of the festive homes on our Berkeley Township Facebook Page in the upcoming weeks.

I would like to give a HUGE thank-you to everyone that came out today to support the BSHCA Annual Food Drive & PBA 237 Toy Drive. We had an amazing turn out with two SUV trunks filled with food and the PBA 237 had a nice load of toys and $50.00 in donations. We also received $250 in donations that will be split between St. Barnabas Food Pantry & Faith Community Food Pantry.
The $25.00 Shoprite Gift Card winner is Annmarie & Buddy Neri and the $25.00 Dairy Queen winner is Kathy DiNetta.

The Berkeley Shores Homeowners' Civic Association will be holding our Annual Food Drive and PBA 237 Toy drive.
Your food donations will be delivered to the St. Barnabas Parish Food Pantry in Bayville for those in need. This is our chance to step up and help many needy families in the Bayville community have an enjoyable Thanksgiving Season.
Examples of food items needed (please no glass items or expired items):

I want to thank everyone who participated in the roadside cleanup today. We had a great turn out. The township will be around on Monday morning to collect the rest of the garage bags along Veeder Lane, Bayview Ave., and Allen Road.

Dear Members,
Our main thoroughfare, Veeder Lane, is showing trash and debris along the roadside and the grass area. In cooperation with the township, I have scheduled Saturday, October 17, at 9 AM for a cleanup of Veeder Lane and with enough volunteers, other roadsides in our neighborhood.
For this event, we will receive an award from the "Clean Streets Fund" in the amount of $500 for our treasury. Your participation is needed, and we are hoping for a large turnout. Let us all do our part and keep Berkeley Shores a neighborhood we can all be proud of.
Please advise if you plan to participate. We will meet on Saturday, Oct 17, at 9 AM at the H&M Potter School on Veeder Lane.
At the end of the cleanup, anyone who participated in the cleanup will be entered into a drawing for a calendar from the Fire Company #1 Annual Fundraiser worth $25.00.

The Mayors Annual Golf Tournament, originally scheduled for Thursday, September 10, 2020 has been rescheduled for Friday, October 9, 2020. The Annual PBA #237 Golf Tournament will be combined with the Mayors Tournament this year in consideration of the COVID-19 virus. Both events will take place at Cedar Creek Golf Course, Veterans Park with a dinner get together afterwards at the VFW located at 383 Veterans Blvd, Bayville.
Traditionally, BSHCA supports both tournaments. Proceeds from the Mayors Tournament helps to fund the Sounds of Summer Concert Series at Veterans Park. Proceeds from the PBA #237 Tournament funds their Children’s Toy Gift Program during the holiday season. Both are very worthwhile causes and BSHCA is proud to lend its support to both events and especially in these trying times.
BSCHA will provide two foursomes for the Mayor and PBA Tournaments and a third anonymous foursome will be donated in the name of BSHCA, providing 12 total spots. The previous newsletter dated June 23, 2020 invited members wishing to play, to submit their names to be entered into a drawing in advanced of the event. For those who have submitted their names for consideration. No need to advise unless your personal schedule interferes with the new date of October 9 and you must withdraw.

In the past, we have been given complaints about Goose Excrement (G.P.) on the Amherst Ave Beach. It is also noticed that the same problem exists in the grassy area of the Children’s Playground (Mastapeter Park). Previous steps taken to resolve the issue were met with some success and complaints were greatly diminished. This year the problem appears to be on the increase.
For general knowledge, this G.P. on the beach is not just recent. There is a history that involved many board members of the present and past. Many things were tried and investigated such as; physical barriers, silhouettes of dogs placed on the beach and in the bay, contractors with dogs to chase the geese. There were others. These attempts either failed or were too costly. But these efforts, along with cooperation from Mayor Amato and the council, has resulted in more effective methods used by the township.
To mitigate the problem with the beach, the township has two methods in place.
First: A screening machine was purchased by the township that sifts the sand and removes the G.P. and other debris. This is being done by the Parks/Beaches Department on a regular basis and has been effective. However, it is not perfect. The geese leave most of their droppings above the water line. The machine does not work well with wet sand. Also, the geese have been known to come back after the screening was done.
Second: The township has arranged for the United States Fish and Wildlife Service to help reduce the geese population. This service is done twice a year on a biannual basis since the service carries an expensive fee.
What can BSCHA do to help mitigate the problem?
Feeding of the geese by some beach goers provides an incentive for them to return to the beach. Animal Control has told us that Berkeley Township has an Ordinance (9-18.1) that prohibits feeding geese which could result in a fine of up to $250.00 per violation. BSCHA will consider the purchase of signs notifying beachgoers about this. In addition, information regarding the issue can be placed into our BSHCA web site and highlighted in our newsletters, especially at the beginning of the beach season.
We know that the beach can be used by people outside of our area so the signs and watchful local BSCHA members and other beachgoers would be a great help.
To mitigate the problem with G.P. in the grassy area is a recent problem since the Mastapeter Park is new. Investigation will be undertaken, and all ideas are welcome.
This issue will be added to the agenda of the next BSHCA board meeting scheduled for Wednesday, Sept. 16.

BERKELEY TOWNSHIP COMMUNITY PRIDE DAY (FOUNDERS DAY) IS SATURDAY, SEPTEMBER 5th.
These are extraordinary times in our Country due to the COVID-19 pandemic. We hope that you and your family are doing well. We strongly felt we needed to have some semblance of normalcy while simultaneously adhering to the Governor's Executive Orders and CDC guidelines. That is why we are moving forward with our Community Pride Day for Berkeley Township residents. The event will open later this year at 2:00pm with our first act; Jukebox Legend’s coming on at 3:00pm. At 4:15pm we will have our September 11th Remembrance Ceremony. We here in Berkeley Township WILL NEVER FORGET what happened that tragic day. At 5:30pm we will continue with our entertainment with Sounds of the Street. At 7:30pm our entertainment finale will be Nine Deeez Nite with music from the 90’s. Immediately following the show will be a fabulous fireworks display. I must note that this event would not be possible without the hard work of many volunteers and Township employees, who work tirelessly to ensure that our programs are a success. Special thanks go out to our loyal sponsors, for without them, this event would not be possible! Their donations to fund our entertainment ensures that no tax dollars are spent on the concerts, so please visit our sponsors and their booths. Thanks also go out to our extraordinary Berkeley Township Police Department, Fire Companies and First Aid Squads who are on hand at our events for your safety. Their service and dedication is selfless and ensures that all attendees have a safe and fun-filled time. Don't forget to bring a chair. Refreshments are always provided by our area non-profit groups and organizations that use these events as fundraisers for their group.
DON'T FORGET TO FILE YOUR 2020 CENSUS FORM!!
Filing your census form will be extremely beneficial to Berkeley Township. If you haven’t yet, PLEASE fill out your Census 2020 form ASAP! I also want our residents to be aware, that those who haven’t filed their census forms will be visited by a census enumerator. The census enumerators will be knocking on doors in Berkeley Township in an effort to assist residents in filing your forms. The census enumerators will have proper identification. The census counts are critical in how the Federal Government allocates funding. The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for our community. Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data. Let's be COUNTED and get our fair share of funding from the Federal Government! To date, Berkeley Township has had the SECOND highest response rate in Ocean County. We have had a 72.9% response rate thus far. In 2010, our FINAL response rate was 74.1%. We need to do better! If you haven’t received any information, please Visit: www.2020census.gov
ANNUAL SCHOOL SUPPLY DRIVE IS UNDERWAY!
As the State of NJ, our boards of education and various stakeholders discuss reopening plans for the upcoming school year, we want to make sure ALL students have the tools and resources they need to have a very successful year. Our school supply drive is underway. In addition to basic school supplies such as: Backpacks, Pens, Markers, Regular and Colored Pencils, Crayons, Rulers, Safety Scissors, folders, the districts are also looking for PPE – masks and gloves. All supplies collected go directly to Berkeley Township Elementary School Children in need. The need is greater and greater each year. Those interested in donating supplies can drop them at the Mayor's Office in Berkeley Town Hall, the Township's Recreation Building on Route 9 in Bayville or at the recreation booth at Community Pride Day. On behalf of the children of our township, I thank each and everyone who has donated and supported the school supply drive.
STRUGGLING WITH FOOD INSECURITY? WE ARE HERE TO HELP!
We know many are struggling with food insecurity during this difficult time. Working with Fulfill, formally the Food Bank Monmouth and Ocean County we have acquired emergency food “crisis kits” available for those residents in need. If you are in need of an emergency “crisis kit” please call the Berkeley Township Recreation Department at: 732-269-4456 to register. We will be distributing these crisis kits on Thursday, September 3rd at two locations in Berkeley Township. The Recreation Center on Route 9 in Bayville and the Holiday City @ Berkeley Clubhouse parking lot. Please register today!

If the sun is out tomorrow morning we will be handing out the lists at the H & M Potter School. If the forecast is correct, we'll use the scheduled RAIN DATE of Sunday, August 30.

NancySeibert has been collecting for Cell Phones for Soldiers for 14 years. With the help of the community, she has been successful in recycling used phones anddonating 60-minute calling cards to our troops serving overseas so that theymay keep in contact with their families during their deployments.
Phones are accepted in any condition. They are sent to a recycler and free 60-minutecalling cards are received thru these collections.
Over 22,300 cell phones have been collected to date andOver 93,000 free 60-minute calling cards have been donated to our troops.

Mayor Carmen Amato would like to announce that beginning Thursday, August 13th the Township will begin to pick up brush generated from Tuesday's tropical storm. The brush must be tied in light bundles and in four-foot lengths, as per normal brush pickup guidelines. Brush must be placed curbside.
"Tropical Storm Isaias winds have caused major tree damage in our Township in addition to creating widespread power outages. Our Parks and Public Works Departments have been working feverishly to clear roadways. We anticipate their work to continue into next week," Mayor Amato said.
"Beginning next Thursday, they will pick up curbside residential brush. We ask that residents be patient and to please tie the brush per pick up guidelines," Mayor Amato said.

Entry begins at 4:30 pm for August concerts. No early arrivals, except vendors and staff.
Due to COVID-19, there will be no dance floor. Residents will need to show proof of residency at the gate. Please bring a chair or blanket. Social distancing will be enforced. Masks must be worn when arriving and leaving the park, using the restrooms, visiting vendors and when 6 ft. social distancing cannot be maintained. Masks do not need to be worn during the concert.

This year Berkeley Shores Homeowners' Civic Association offered two (2) $1000.00 scholarships to help students of BSHCA members in good standing and students from Central Regional High School attain their educational goals.
#1) Michael DiGeronimo. Michael is the grandson of Berkeley Shores Member Angelo and Louise Marrella. He will be attending Gabelli School of Business at Fordham University.

I held my first BSHCA board meeting as president on Thursday, June 18, 2020. I would like to take this opportunity to welcome the many new faces on the board and for their enthusiasm to become part of the BSHCA executive board team. COVID-19 has certainly thrown a monkey wrench into our events calendar, making scheduling a tentative situation. All regular events were discussed as follows.
The annual Garage Sale will be held on Saturday, August 29 from 9 AM - 3 PM. The event will be conducted by new board member, Elizabeth Adamo, replacing retiring director, Gary Dinallo moving from Berkeley Shores. Details for the Garage Sale will be available on our web site, berkeleyshores.org soon.
Our annual food drive will be held on Saturday, November 7, 2020. Drop off point will be the H & M Potter School on Veeder Lane from 9 AM to 12 PM. The food drive will be conducted by Director, Charles Crunkleton, in place of retiring board director, Gary Dinallo.
The annual End of Summer Dinner Dance has been canceled for this year due to uncertain direction pertaining to gathering. The board discussed a possible family type gathering for later in the year. Many thanks to new board member, Lori Depari for replacing retiring long time social director Jerry Coppola, due to illness. We wish Jerry well.
The annual member meeting, normally held in June, has been delayed until further notice.
The annual membership drive under the direction of the new 1st VP, Lori Modica is underway. After a very productive response from the membership requesting early mail-in of dues, the regular mailing will commence this month.
Much appreciation to Anthony Modica for replacing long time board member, John Schnitzer, who served as treasurer and director of center island maintenance. Anthony will be responsible for Island decorations, weed control and bulletin board announcements.
The BSHCA Golf Tournament is canceled for this year and will require a director if the event is to be continued in the future. We are hoping for a volunteer to continue this worthwhile event which earned more than $3000 annually to our treasury.
The Mayor’s Golf Tournament will be held on Thursday, September 10, 2020, at Cedar Creek Golf Course, Bayville. As in the past, BSHCA will participate with a sponsoring sign and a foursome to be made available to members in a drawing prior to the tournament. The tournament funds the township summer recreational programs such as the Summer Concerts. The Sipe Adjustment Group of Toms River will sponsor a fireworks display on July 4th to be held at Shelter Cove in Toms River.
The annual Beachwood fireworks event has been postponed and will be held on Saturday, September 5.

BSHCA is in search of a volunteer to take on the task of organizing a Neighborhood Garage Sale. The task will be: applying for the permits for each household participating, advertising the event, preparing the applications, delivering lawn signs to each garage sale house participating, making the map where the houses are located, putting out street directional signs the night before and picking up all the signs (lawn & directional, for reuse) after the sale, and handing out the maps the day of the sale at H&M Potter School.

Today we report to you, recent developments concerning the BSHCA board.
Our president, John Sowakinas has regrettably submitted his resignation, effective Thursday, June 4, 2020 due to his expanding business and attention to his personal life. The board thanks John for accepting the position of president and for his leadership during his term.
In addition, our Social Director, Jerry Coppola had to step down from his long-held positions due to illness. The board thanks Jerry and his wife JoAnne, who assisted him during their many years of directing our social activities. They will be missed.
We wish both John and Jerry well and thank them for the time they served on the board.
At this time, based on our by-laws, 1st VP, Beth Collis, has stepped into the role of president and will convene a meeting with the board as soon as possible to set her agenda.
Our new membership director, Lori Modica has volunteered to fill the position of 1st VP until the next election cycle in June 2021.
BSHCA member, Lois DePeri, has stepped up to fill the position of Social Director. She will meet with the Coppolas for orientation. We thank both Lori and Lois for the generous giving of their time on such short notice.
The present board consists of several long-term members. Please give some thought to nominating yourself for a board position, including president, as we approach the 2021 election cycle. Berkeley Shores is a great place to live. That did not happen by accident. It is the result of the efforts put forth by the present and all past boards and presidents.
Due to COVID-19, we have a limited schedule of activities and meetings.

THE CURVE IS FLATTENING AS WE ALL DO OUR PART TO STOP COVID-19. As Mayor, I would like to thank all our residents who are doing their part to help “Flatten the Curve”. When visiting our parks or just walking in your neighborhoods, please practice social distancing. As of this writing, (5-24-20) Berkeley Township had 576 confirmed cases of COVID-19. That represents a little over 1% of our total population. Sadly, we have lost 78 residents to COVID-19. May they rest in peace.

STRUGGLING WITH FOOD INSECURITY? WE ARE HERE TO HELP! We know many are struggling with food insecurity during this difficult time. Working with Fulfill, formally the Food Bank Monmouth and Ocean County we have acquired emergency food “crisis kits” available for those residents in need. If you are in need of an emergency “crisis kit” please call the Berkeley Township Recreation Department at: 732-269-4456 to register. We will be distributing these crisis kits on Thursday, June 4th from noon to 1:30 pm at two locations in Berkeley Township: The Recreation Center on Route 9 in Bayville and at the Holiday City Berkeley Clubhouse parking lot.

This service is in addition to our Reverse 9-1-1 notification system. DON'T FORGET TO FILE YOUR 2020 CENSUS FORM!! Here is something everyone can do that will be extremely beneficial to Berkeley Township. Please fill out your Census 2020 forms. The census counts are critical in how the Federal Government allocates funding. The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for our community. Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data. Let us be COUNTED and get our fair share of funding from the Federal Government! To date, Berkeley Township has had the SECOND highest response rate in Ocean County. We have had a 69.2% response rate thus far. In 2010, our FINAL response rate was 74.1%. We need to do better! The online forms were mailed first week of March. Berkeley Farmers Market Opens THIS Tuesday, May 26th. Thanks to the hard work of Councilman Angelo Guadagno, our Berkeley Farmers Market will be BACK again in 2020! The first day will be Tuesday, May 26th. The Market will be held every Tuesday after through October. The market will run from 10am to 5pm at our Recreation Center, located on Route 9 in Bayville. Local vendors from around the area, including our own Moore’s Farm Market, will be on hand selling Jersey Fresh produce and other items of interest. Your support is critical in making this a success. Honoring Our Military on Armed Forces Day and our Deceased Veterans This Memorial Day
This past Saturday was Armed Forces Day. It is a day to pay tribute to men and women who serve the United States’ armed forces. Armed Forces Day is also part of Armed Forces Week, which begins on the second Saturday of May.
Memorial Day, which falls on the last Monday of May, honors the men and women who gave the ultimate sacrifice while serving in the American military. Many Americans observe Memorial Day by visiting cemeteries or memorials, holding family gatherings, and participating in parades. Memorial Day was originally known as Decoration Day because it was a time set aside to honor the nation's Civil War dead by ‘decorating their graves’.
Sadly, due to COVID-19 restrictions and for the safety of the participants and organizers, all the traditional Memorial Day gatherings in Berkeley Township have been cancelled. As Mayor, I have participated in all of these memorial services in the past. They were well organized and provided a very moving tribute to our fallen service men and women.
Please take a moment this weekend to honor our fallen men and women of the armed forces. We MUST NEVER forget them or their families for the sacrifice they have made to make our country the greatest Democracy in the world. May god bless them and their families.
This weekend is the unofficial start of summer. No matter what you do this weekend, please practice social distancing, and wear a mask or face covering where applicable.

Mayor Carmen Amato announces another Food Distribution day for any Berkeley resident in need.
Berkeley Township Partners with Fulfill, (formerly the Food Bank of Monmouth and Ocean Counties) to provide emergency “crisis” food kits to families in need during the COVID-19 outbreak.
The emergency “crisis” food kits provide a family of four with basic groceries to help residents struggling due to the COVID-19 pandemic.
Mayor Amato, who served on the People’s Pantry Board said, "I have seen firsthand how many families struggle from food insecurity. The COVID-19 pandemic has amplified this problem because so many more in our community are struggling. We are here to help in any way we can to help lighten the load for our families and seniors.”
Emergency “crisis” food kits will be distributed at 2 locations.
1. Holiday City @ Berkeley Clubhouse parking lot
2. Berkeley Recreation Center located 630 Atlantic City Blvd. (Rt. 9) in Bayville.
FOOD PICK-UPS will last from 11:30am - 1pm on Monday, April 27th.
Deliveries will be made from 11am - 5pm on Monday, April 27th.
As recommended by the Centers for Disease Control, the pickup sites will be practicing social distancing and limiting personal interactions. Volunteers will be issued (PPE) Personal Protective Equipment. The distribution of the food kits at each location will be accomplished via drive thru.
Residents will remain in their vehicle with the windows closed. We ask them to open the trunk and our volunteers will put the kit in the trunk or truck bed.
For those seniors homebound, or families without transportation, the emergency “crisis” food kits will be delivered. The volunteer delivery person will have no contact as the food kit will be left at the door or porch. Berkeley Shores Channel North #92 – Bowsprit Drive Dock Area
This area is located at the end of Bowsprit Drive and to the northeast into the bay. This permit covers a dredge line of 1,400 linear feet, to a depth of 5 feet, removing 3,805 cubic yards of sediment. The dredge line will continue from the bay to the entrance of the dock area. Insufficient depth has been a common complaint by homeowners in this development of approximately 120 homes and should alleviate the shallow water spots in the channel beyond the mouth of the dock area.
Berkeley Shores Channel #93 – Amherst Inlet
While we have enjoyed an annual dredging of the Amherst Inlet, there were still some complaints of high spots above the mouth of the main lagoon, especially for sailboats with deeper keels. This permit covers a dredge line of 3,800 linear feet, to a depth of 5 feet, removing 4,130 cubic yards of sediment. The dredge line will extend from the bay channel into the main lagoon and continue to the large opening on the left side. This should alleviate the shallow water spots.
Berkeley Shores Spur Channel #94 – Past Amherst Beach North
Boaters in this area, just north of the Amherst Beach, serving homes on the north side of Amherst Ave. experience frequent bottoming of their boats due to several shallow spots as do boaters from homes northeast of Amherst. This permit covers a dredge line of 800 linear feet, to a depth of 5 feet, removing 2,820 cubic yards of sediment and will extend from the bay channel into the main lagoon entrance. This should eliminate the shallow water spots upon entrance to the bay. A total of 10,000+ cubic yards.
Please understand that this letter to you is for information purposes since it is the first step in the permitting process. No dates or schedules are available until permits are granted.
In addition to the dredging of the 3 locations, the permit also allows for 2-3 additional dredging sessions, as needed, over the next 10 years.
Credit for this action must be given to the nine members of the Waterways Commission, Mayor Carmen Amato and the Council for their support of this and other initiatives recommended by the commission.

I am sorry to report that Donna Lagos, Director-Membership Chair, has resigned from the board for personal reasons. As I reported last week and as you all know, President Trump and Governor Murphy have declared a Medical State of Emergency due to the (Novel Corona Virus) COVID-19 Pandemic.

Our parks will continue to remain open however; the restrooms, athletic fields, playgrounds, courts and skate park are closed and will remain closed until further notice.
Both the Central Regional and Berkeley Township School Districts are closed and will continue to be closed until further notice.
For the safety of our Police Officers and to limit contact with the general public on NON-EMERGENCY calls, we are requesting residents to report non-emergency incidents to our Police Department on our online link. As of this writing, we have 32 confirmed cases of COVID-19 in Berkeley Township. Due to the Health Insurance Portability and Accountability Act (HIPAA) we do not have any other information. All household trash should be bagged before placing in your Robo Can. Bulk will be picked up on your scheduled day only. As a result of the Coronavirus, there is fear, doubt, confusion, misinformation, warnings, policy decisions and much more that gives us an uncertain feeling. Based on the many positive and supportive responses from the membership, it appears that our action taken regarding the newsletters dated March, 24 and 25, 2020 had a settling effect. We cannot thank you enough for your positive messages of encouragement. We wish to put that behind us and turn our attention to the present situation.
The executive board is going to take a page from our response to Super Storm Sandy. During the early stages following that storm, we stayed in constant contact with you, providing updates from many sources and most importantly, changing conditions within Berkeley Shores. You told us how much you appreciated our actions, especially those whose permanent residences were elsewhere and could not visit their homes.
Information is flowing from so many different sources, federal, state, county and local governments regarding COVID-19. As we collect information that is pertinent, we will do our best to relay it to you in a timely manner and especially directives or instructions provided by local, county and state governments when provided to us. We will try not to be redundant or inundate you with too many messages, concentrating our efforts on information that is current and relevant.
- The town hall will be closed to visitors until further notice. Departments are open. For a list of department telephone numbers and messages from Mayor Amato, go to the township web site; twp.berkeley.nj.us. Please read the “Mayors Message” on the home page.
- The township has advised us that garbage will no longer be picked up unless contained in a plastic bag. Loose garbage left curbside in the robocan will be rejected.
- Please take all necessary precautions regarding contact. Observe the 6-foot rule and venture out only when necessary. Take advantage of delivery services when available for food and prescriptions.
- Consider canceling routine or non-emergency doctor appointments.
- Be aware of symptoms. Fever, cough, difficulty breathing. Early signs might be a lack of taste and smell. Stay hydrated.

Today, we are faced with a global health crisis unlike any other in our lifetime. And to make matters worse, our metropolitan area led by New York and northern New Jersey is now considered the epicenter for the United States, containing 50% of the cases nationally. There is no blueprint on how to handle this situation from medical to media. Many parts of the world are in a panic, facing the unknown and uncertain of actions to be taken.
In the newsletter, I tried to emphasize the seriousness of our situation with comments supported by state and federal actions and recommendations and especially requests made by Governor Murphy regarding the shore areas. Unfortunately, it may have sounded like a position or a directive by the association, far from its original intention and especially regarding that part of our letter suggesting you “speak to your neighbors.” Perhaps I did not consider the interpretation, feelings and reactions of some of our membership and for that, I sincerely apologize.
Our association has been in existence for 35 years, serving and protecting the Berkeley Shores neighborhood in countless ways through this and all past administrations. This is not a time for dissension among the membership, pitting the primary homeowner against the secondary. Unfortunately, that is happening in many shore communities in our state, but certainly not in Berkeley Shores.
We are a small association of strong homeowners all wanting this to be over soon and all feeling the pressure of an unprecedented situation. Let's all try and be understanding of one another. We are all in this together.

Dear Members,
As your president, I want to speak with you on a personal note. None of us have ever experienced anything like the current situation. The directive from our governor instructs us to remain at home and to venture out only when necessary. I hope all are doing so to protect yourselves and your families. I guess we can say we are living in “uncharted waters.” The governor has also requested those owning second or summer homes at the shore to remain in their principal places of residence. I understand that part of that directive was not only to limit the spread of the coronavirus but to not overtax our limited medical facilities, hospitals, in the shore area. In the event your neighbors owning second homes visit, please advise them of the governor’s ruling, especially if they bring company. We need to do all that we can to protect ourselves and each other from the spread of this disease. We are a densely populated state and that appears to give an opportunity to the virus to move quickly among us.

Now, for an update on the activities of BSHCA. Under normal circumstances, the executive board would be preparing and planning for the upcoming summer season of events and ending with our End of Summer Dinner/Dance. Unfortunately, present circumstances dictate a different course of action. As a result, the executive board has made the following decisions regarding the events schedule.
- Our Annual Golf Tournament will be canceled for this season. Aside from the fact that we lack a volunteer to step forward and manage the tournament, the outing depends on donations from small businesses in the area. They presently have a clear burden just trying to survive the pandemic. It would be unwise and insensitive to solicit for donations.
- The Blessing of the Fleet and the Annual Beach Picnic will be delayed until the July time frame to coincide with the July 4 weekend, circumstances at that time permitting. Hopefully, we will be through the worst of this ordeal and we will be ready for a celebration. Not only will it be a delayed commemoration to our veterans, but a celebration of a people who weathered the storm through great sacrifice and uncertainty, pulling together in its’ worst moments and came out victorious.
- The Annual Meeting held in June and all other meetings of the membership will be postponed until such time as government authorities deem it safe to congregate without fear.
- The Annual Garage Sale, if it takes place, would most likely occur in the early fall, around September or early October.
- The Annual Atlantic City Boat Trip and the End of Summer Dance will be accommodated the same as the other events. We will do all that we can to preserve these events for you to enjoy.

Dear Members,
The BSHCA Executive Board came together at a meeting on Saturday, January 4, 2020. We are into the winter doldrums and it was a good time to attend to some planning for the coming year and to address a few housekeeping matters. We need volunteers to take on duties that will no longer be maintained by present members. Much credit is to be given to BSHCA for the quality of life in our waterfront community. But it must be realized that the executive board cannot do it alone. We need member involvement to continue to serve the well-being of Berkeley Shores. Veterans, please read the special notice at end of this newsletter. We need your participation to take on a leadership role or as a committee volunteer in just one activity. Executive Board membership is not necessary.
BSHCA will grant two $1000 scholarships for the coming 2020 school year. The scholarships are available to students of Central Regional in Berkeley and to the relatives of BSHCA members, regardless of school systems. Refer to our web site, berkeleyshores.org for application instructions.
Our present Treasurer, John Schnitzer has held the position of Treasurer for several years. His busy personal schedule of volunteer work outside of BSHCA will require more of his time. Therefore, director, Marion McGrath will take on the position of Treasurer, commencing immediately. All records were handed over to her on Saturday, January 4th in preparation for the position transfer.
John Schnitzer has also asked to be relieved of his duties pertaining to the maintenance of the center island, the bulletin board and the flagpole at Mastapeter Park. He has agreed to maintain those positions until April of 2020.
We would like a member to volunteer for those duties as John steps down. The center island consists of coordinating with the landscaper for maintenance of the plants on the island. The bulletin board duties are ongoing as new messages and advisements are needed as requested by the president. Please try to find some time in your busy schedules to take on these activities of BSHCA. It is not necessary to serve on the executive board.
Former BSHCA member Rich Pachucki has been performing the audits in the past and has since moved. The board needs a member to volunteer for this duty. It is not a complicated action requiring accounting skills. This annual duty consists of a comparison of receipts to checks that have been issued for the past year. It is not a time consuming or complicated process. Board membership is not required.

Director Gary DiNallo has moved from Berkeley Shores and can no longer take on the duties of the Garage Sale and the Annual Food Drive. Board Director, Charles Crunkleton, has volunteered to take responsibility for the November Food Drive. The Garage Sale position is open and will require a member to volunteer for this position. Gary will be available for training purposes. If you have enjoyed the Garage Sale in the past, please consider volunteering for this activity so that it may continue to serve the membership.
Under the excellent direction of member, Ken Gerb, we have enjoyed four very successful BSHCA Golf Tournaments, each contributing a return to the treasury in excess of $3000. The profit realized from the tournament has made it possible to properly fund our Scholarship Program, Veterans and Military donations, Environmental groups such as Save Barnegat Bay, Local Police, Fire and First Aid, local School support, Annual Picnic and Commemoration to Veterans Ceremony and more. Without the additional funding it might be necessary to cut back on some of our support programs. Unfortunately, Ken will be unable to direct the tournament for the 2020 season. For the event to continue, it will require a capable member with good organizational skills to take charge of the tournament for this year. The tournament will be held in September. Please giver this request serious consideration. You will be provided with a committee to plan and implement the tournament. Due to the amount of detail and coordination it is important that a member volunteer for this activity early.

State of NJ Treasurer Muoio Urges NJ Veterans to Apply for Newly Doubled $6,000 Income Tax Exemption
“Under the law signed by Governor Murphy earlier this year, the veteran’s income tax exemption has now doubled to $6,000,” said Treasurer Muoio. Our personnel in the Division of Taxation stand ready to help and urge veterans to pre-certify to expedite the process when it comes time to file.”
Veterans who file paper New Jersey Income Tax returns (NJ-1040) or Non-Resident Income Tax returns (NJ-1040NR) must:
• Enclose a copy of Form DD-214, Certificate of Release, or Discharge from Active Duty, with their tax returns the first time they claim the exemption(s). This form does not need to be submitted each year. The United States National Archives and Records Administration can assist with obtaining DD-214.
• Check the oval on a resident tax return that indicates the veteran is taking the exemption or click the box on the non-resident return that indicates a veteran is taking an exemption.
Veterans who normally electronically file their New Jersey Income Tax return (NJ-1040) or New Jersey Non-Resident Income Tax return (NJ-1040NR) should pre-certify for this exemption by sending necessary documents before filing taxes. This will allow returns to be processed without delay or time lost because of requests for additional proof of exemption status.

Treasurer Muoio also encouraged New Jersey veterans, their spouses, and caregivers to take advantage of other tax benefits that the state offers.
The Disabled Veteran Property Tax Exemption allows honorably discharged veterans who are 100 percent permanently disabled as a result of active wartime service to qualify for an annual property tax exemption.
A $250 Veterans Property Tax Deduction is offered to certain honorably discharged veterans and their surviving spouse/civil union/domestic partners, including military veterans who live in continuing care retirement communities.
The Wounded Warrior Caregivers Relief Act provides a tax credit to qualified family caregivers who take care of a military service member who has a disability arising out of service in any war or conflict on or after September 11, 2001. The credit is equal to 100 percent of the federal veteran disability compensation, or $675, whichever is less.
Lastly, a Gold Star Family Counseling Credit is available to mental health care professionals who provided counseling through the Gold Star Family Counseling program. The amount of the Income Tax credit may be equal to the amount documented annually by the Department of Military and Veterans Affairs for the Gold Star Family Counseling Program.
Treasurer Muoio also encouraged New Jersey veterans and their dependents to consult the Benefits Guide created by the state Department of Military and Veterans Affairs for assistance in obtaining information regarding a host of other state and federal benefits, including housing, financial assistance, employment, education, transportation assistance, and mental health aid.
